Purpose & Scope
NUWC aims to award Other Transaction Agreements (OTAs) to traditional and nontraditional defense contractors and non-profit research institutions. The focus is on developing new onboard and offboard environmental sensors and devices, and information systems that build operator situational awareness and increase the performance of existing USW systems by expertly utilizing the ocean environment. The scope includes scientific and engineering prototype deliverables in areas such as oceanography, ocean acoustics, non-acoustics, USW system simulation, experimentation, prototype sensor/device development, systems engineering, operations research, and submarine tactics.
Contract & Process
This CSO is a phased competitive process, utilizing OTAs with a total intended award amount of up to $80,000,000. The process involves three phases:
- Phase 1 (Solution Briefs): Companies submit briefs detailing proposed solutions.
- Phase 2 (Pitches): Selected companies present their solutions.
- Phase 3 (Prototype Project Awards): OTAs are awarded for prototype projects.
Anticipated individual Agreement award date is on or about June 26, 2026. Successful prototypes may lead to follow-on production contracts.
Eligibility & Security
To be eligible, at least one of the following must be met:
- A nontraditional defense contractor or nonprofit research institution participates significantly.
- All significant participants are small businesses or nontraditional defense contractors.
- At least one-third of the total project cost is paid by non-Federal Government sources.
Solution Briefs must be unclassified (CUI is permissible if transmitted appropriately). The Statements of Work (SOWs) may involve Unclassified/CUI, Secret, and TS/SCI security classifications, with DD254s to be provided around April 3, 2026. Expected Technology Readiness Levels (TRL) for solutions are between TRL 3 (Proof of Concept) and TRL 7 (Full-scale Prototype).
Submission & Deadlines
Solution Briefs are due by April 17, 2026, at 02:00 PM EST. Submissions must be sent via email to Julianna Ricci (julianna.b.ricci.civ@us.navy.mil) and Chris Kenney (christopher.j.kenney10.civ@us.navy.mil). The 5-page limit for the Technology Concept section of the Solution Brief is a strict maximum, including figures and diagrams. Offerors may submit multiple technologies within a single solution brief, but only one overall submission per offeror is allowed. No extension to the due date will be provided.
Evaluation
Phase 1 (Solution Briefs) evaluation considers the merit of the concept, technical merit, past performance, data rights, and facilities. Phase 2 (Pitches) further evaluates relevance, technical merit, company viability, approach, cost estimate, production schedule, and data rights.
