The pilot study will focus on the western United States during the peak wildfire season (June-November) over a 3-9 month data delivery period.

Contract Details

This acquisition is a Total Small Business Set-Aside. NOAA intends to award one or more Firm-Fixed-Price (FFP) contracts. The associated NAICS code is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) with a $40.0 million small business size standard. The period of performance is from June 1, 2026, to April 1, 2027.

Key Requirements & Deliverables

The contractor must deliver at least 80% of constellation-level data, including Level 1B (calibrated, geolocated radiances) and Level 1C (resampled) products, formatted as NetCDF, HDF5, or geotiff. Optional Level 2 data products (active fire detection, fire radiative power, fire masks) are desired. Performance standards include:

  • Spatial Resolution: Threshold 200m, Objective 50m.
  • Geolocation Accuracy: Threshold 100% of horizontal spatial resolution.
  • L1B Product Latency: Threshold 3 hours, Objective 60 minutes.
  • Spectral Bands: Must include Visible/Near Infrared (0.6-0.9 µm), Shortwave/Midwave Infrared (3.5-4.2 µm), and Longwave Infrared (8.0-12.5 µm). Technical documentation, including Algorithm Theoretical Basis Documents (ATBDs) and calibration/validation data, is required. Data delivery will be via HTTPS or SFTP to the NESDIS Common Cloud Framework (NCCF), with security compliance to CAR Clause 1352.239-72 and NIST standards.

Submission & Evaluation

Proposals must be submitted electronically via email by April 30, 2026, at 2:00 PM Eastern Time. Questions related to the RFP were due by April 20, 2026. Important Notes

NOAA grants a perpetual, non-exclusive, irrevocable, worldwide license for data use. Level-2 data can be shared with unlimited distribution after 24 hours, while other data can be distributed to U.S. Government agencies and specified international entities immediately for non-commercial use. Geographic Exclusion Areas (GEAs) must be adhered to, with contractors notifying NOAA of any overlaps with scientific Regions of Interest (ROIs).
