Opportunity Details

• Purpose: Identify industry partners capable of providing advanced CAC systems utilizing Commercial Off-the-Shelf (COTS) products and Non-Developmental Items (NDI). The CAC will feature upgraded signal processing and reconfigurability for multiple acoustic and array sensors.
• Scope: The procurement includes the development and manufacturing of TI-28 and TI-next CAC hardware, technical insertion kits, and spares. It also covers partial technology enhancements (e.g., server/hard drive updates) and infrastructure baselines (e.g., switches, cabling) to support Fleet requirements for software and hardware production improvements.
• Proposed Contract: A 9-year contract, spanning Fiscal Year (FY) 2028 to FY 2036, is anticipated. It will likely be a hybrid of Cost Plus Incentive Fee (CPIF), Firm Fixed Price (FFP), and Cost type contracts. Set-Aside: Not applicable (Sources Sought for market research).
• Estimated Effort: Approximately 180,000 man-hours for engineering design development and technical support.
• Production Quantities: Following an Engineering Development Model (EDM) in FY28, production for TI-28 and TI-next includes: two (2) shipsets in FY29, two (2) in FY30, two (2) in FY31, three (3) in FY32, one (1) in FY33, two (2) in FY34, and two (2) in FY35.

Key Requirements for Respondents

• Technical Capability: Demonstrate expertise and ability to meet requirements in Attachments 1 and 2, providing detailed narratives and rationale.
• Facilities: Possess necessary facilities and equipment for system development, testing, integration, production, and performance of the Statement of Work (Attachment 1) for all TI baselines. Facilities must support design, development, testing, manufacturing, physical inspection, storage, production, fabrication, assembly, critical processes, and testing. Respondents must describe layout, provide diagrams, and state if facilities are leased or owned.
• Security Clearance: Must have a SECRET Level facility security clearance issued by the Defense Security Service.
• Key Personnel: Ability to field Key Personnel as described in Attachment 3.
• Innovation: Strongly encouraged to propose innovative approaches to improve technical (including staffing) and cost performance without compromising quality or timely delivery.
• Past Experience: Provide documentation or examples of past ability to design, integrate, test, produce, and support baselines and hardware deliveries to the fleet.
