Key Requirements for Respondents
- Technical Capability: Demonstrate expertise and ability to meet requirements in Attachments 1 and 2, providing detailed narratives and rationale.
- Facilities: Possess necessary facilities and equipment for system development, testing, integration, production, and performance of the Statement of Work (Attachment 1) for all TI baselines. Facilities must support design, development, testing, manufacturing, physical inspection, storage, production, fabrication, assembly, critical processes, and testing. Respondents must describe layout, provide diagrams, and state if facilities are leased or owned.
- Security Clearance: Must have a SECRET Level facility security clearance issued by the Defense Security Service.
- Key Personnel: Ability to field Key Personnel as described in Attachment 3.
- Innovation: Strongly encouraged to propose innovative approaches to improve technical (including staffing) and cost performance without compromising quality or timely delivery.
- Past Experience: Provide documentation or examples of past ability to design, integrate, test, produce, and support baselines and hardware deliveries to the fleet.
