Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing essential local area Telecommunication Services (TS) and features supporting Barksdale Air Force Base (AFB). The services are to be provided 24 hours a day, seven days a week, 365 days a year.

• Provide and maintain local access to designated circuit demarcation points.

• Supply all necessary labor, tools, facilities, materials, and services.

• Ensure compatibility with the Government's current infrastructure without additional Government expense.

• Provide and install transmission equipment and cables for local exchange access and transport service circuits.

• Connect to Government-provided power and termination frames.

• Services exclude residential or business services for non-Government entities.

• Continuous Operation: Local phone service 24/7/365 with 99.999% reliability.

• Outage Notification: Timely and accurate notification for scheduled outages (NLT 30 days prior) at 95% of the time.

• Outage Restoration:

  • High Priority: 99% of the time.
  • Medium Priority: 95% of the time.
  • Low Priority: 95% of the time.

• Grade of Service (GoS): Ensure end-to-end GoS/Quality of Service (QoS) for packetized voice traffic, meeting ITU standards for latency and packet jitter.

• Services are for Barksdale Air Force Base, LA.

• Cutover for the site must be completed within 60 days after award.

• Personnel: Contractor must ensure personnel possess required qualifications and certifications.

• Government Emergency Telecommunications Service (GETS): Contractor must have NPA (710) in the switch to allow access to GETS lines.

• Installation & Cutover: Non-incumbent contractors must submit an installation and cutover plan with their proposal. A final plan is due NLT 10 days after contract award.

• Government Furnished Equipment & Services: Government will provide rack space, environmental controls, and conditioned power sources. Contractor is responsible for safeguarding Government property.

• Technical Requirements: Includes 120 Concurrent Off Base Call Paths, covering 15,000 base numbers, enhanced features, 36,000 free off-net minutes, and per-minute billing for additional off-net and international calls. Vendor must provide login for usage report monitoring.

• Definitions & Acronyms: Appendix 2 provides definitions for terms and acronyms used throughout the PWS.
