Submission Requirements
Offerors must submit:

- A Technical Plan (not exceeding two pages) detailing how essential Telecommunication Services (TS) and features supporting Barksdale AFB will be provided, in accordance with Attachment 1, Performance Work Statement.
- A statement agreeing to all solicitation terms, conditions, and provisions.
- Quotes must hold prices firm for 60 calendar days.
Evaluation Criteria
Award will be based on a best value determination considering price and technical factors.
- Price: Total evaluated price will be ranked lowest to highest, assessed for completeness, fairness, reasonableness, and balance.
- Technical: The lowest three (3) offers will undergo technical evaluation. If fewer than three offers are received, all will be technically evaluated. Offers requiring substantial revision may be deemed non-responsive.
