This includes 120 concurrent base call paths, support for 15,000 base numbers, 36,000 free off-net (commercial CONUS long distance) call minutes, with per-minute charges for usage above this threshold, and per-country billing for international calls. The contractor must provide local access to designated circuit demarcation points, supply all necessary labor, tools, facilities, and materials, and ensure compatibility with Government infrastructure. Services must operate 24/7/365 with 99.999% reliability, adhering to specific outage notification and restoration standards, and ensuring Quality of Service (QoS) for voice and video traffic.

Contract Details

This is a combined synopsis/solicitation for commercial services. The contract will consist of a one (1) base year plus four (4) option years, with a potential total duration of 5 years and 6 months if the option to extend services is exercised. Key Contract Line Item Numbers (CLINs) cover BVOIP, IPS with router, Fees/Surcharges, International Calls, Off-Net, and a one-time Transition-In / Installation Services (CLIN 0006). For International Call CLINs (0004, 1004, etc.), offerors must submit a separate International Calling Rate Chart detailing firm-fixed per-minute rates. For evaluation purposes, a $1,000.00 Not-To-Exceed (NTE) plug number will be used per international call CLIN, with actual payment based on usage. Incumbent providers requiring no transition/installation should price CLIN 0006 at $0.00.

Evaluation and Award

Award will be based on a best-value determination, considering price and technical factors. The Government will rank quotes from lowest to highest price and award to the lowest-priced offeror that meets all technical requirements. The lowest three (3) offers will undergo technical evaluation. The Total Evaluated Price (TEP) will include all line items for the base and option periods, incorporating the Government-provided plug number for International Call CLINs. The submitted International Calling Rate Chart will be evaluated for completeness, fairness, and reasonableness. The Government intends to award without discussions, so initial offers should contain the best terms.
