Scope of Work
The requirement is to provide essential local area Telecommunication Services (TS) and features supporting Barksdale AFB. This includes installing and maintaining a fiber commercial circuit for SIP services, supporting 120 concurrent base call paths and 15,000 base numbers. Services must include 36,000 free off-net (commercial CONUS long distance) call minutes, with additional off-net minutes and international calls billed per minute. The contractor will provide local access to designated circuit demarcation points, all necessary labor, tools, facilities, materials, and services, ensuring compatibility with Government infrastructure. Performance standards require 99.999% reliability for local phone service 24/7/365, timely outage notifications, and specific response/restoration times based on priority (e.g., 1-hour on-site response for high priority). Non-incumbent contractors must submit an installation and cutover plan within 5 business days of award, with cutover completed within 60 days.
Contract Details
This will be a commercial services contract for a period of one (1) base year plus four (4) option years, from July 1, 2026, to June 30, 2031. Key Contract Line Item Numbers (CLINs) include BVOIP, IPS with router, Fees/Surcharges, International Calls, Off-Net, and a one-time Transition-In / Installation Services (CLIN 0006). Payment instructions specify using Wide Area WorkFlow (WAWF) with "Invoice 2in1" for fixed-price services not requiring shipment.
Submission Requirements
Offerors must submit quotes via email to the Contract Specialist and Contracting Officer. Submissions must include:
- Company name, address, telephone, and email.
- SAM Unique Entity Identifier (UEI) number.
- A Technical Plan not exceeding two (2) pages, outlining how the Offeror will accomplish the tasks in Attachment 1, Performance Work Statement (PWS) dated April 17, 2026.
- A statement agreeing to all solicitation terms.
- A separate International Calling Rate Chart (Excel or PDF) detailing firm-fixed per-minute rates for all available international countries.
- For International Call CLINs (0004, 1004, etc.), offerors will enter a unit price of $1,000.00 for evaluation purposes; actual payment will be based on usage and the submitted rate chart.
- For CLIN 0006 (Transition-In/Installation), price all costs; enter $0.00 if incumbent and no services are required.
- Offerors must review Attachment 2, Wage Determination, for minimum wage rates and fringe benefits in Bossier, Caddo, and De Soto Parishes, LA.
Evaluation Criteria
Award will be based on best value, considering price and technical factors. The Government will rank quotes from lowest to highest price and award to the lowest-priced offeror that meets all technical requirements. The lowest three (3) offers will undergo technical evaluation. The Total Evaluated Price (TEP) will include all line items for the base and option periods, incorporating the Government-provided plug number for International Call CLINs. The International Calling Rate Chart will be evaluated for completeness, fairness, and reasonableness. The Government intends to award without discussions, so initial offers should contain the best terms.
