• The due date for the Request for Quotation (RFQ) has been changed.

• The original RFQ due date of Monday, 04 May 2026 has been extended to Monday, 11 May 2026 at 3:00 PM Central Daylight Time (CDT).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide essential local area Telecommunication Services (TS) and features supporting Barksdale Air Force Base (AFB), including site-specific equipment connectivity and 24/7/365 support.

• Provide local access to designated circuit demarcation points.

• Supply all labor, tools, facilities, materials, and services for telecommunication circuits.

• Ensure compatibility with Government infrastructure without additional cost.

• Provide access to the local exchange, including operator assistance functions.

• Install transmission equipment and cables for local exchange access and transport service circuits.

• Connect to Government-provided power and termination frames.

• Services exclude residential or business services for non-Government entities.

• Continuous Operation: Local phone service 24/7/365 with 99.999% reliability.

• Outage Notification: Timely and accurate notification for scheduled outages (30 days prior) and unscheduled outages (as specified by outage type).

• Outage Response & Restoration:

  • High Priority: Respond on-site within 1 hour, provide updates every 4 hours.
  • Medium Priority: Respond on-site within 24 hours.
  • Low Priority: Respond on-site within 5 working days.

• Service Grade: Ensure Quality of Service (QoS) for packetized voice, video, and real-time traffic within ITU standards.

• Support provided 24 hours a day, seven days a week, 365 days a year.

• Services are for Barksdale AFB, LA.

• Personnel: Contractor must ensure sufficient personnel with required qualifications and certifications.

• Government Emergency Telecommunications Service (GETS): Contractor must have NPA (710) in the switch for GETS access.

• Installation and Cutover: Non-incumbent contractors must submit an installation and cutover plan within 5 business days of award. Cutover must be completed within 60 days of award.

• Safety: Adhere to OSHA standard safety requirements.

• Government Furnished Equipment and Services: Government will provide rack space, environmental controls (humidity/temperature), and primary/emergency conditioned power sources. Contractor is responsible for safeguarding Government property.

• Deliverables: 120 Concurrent Off Base Call Paths, coverage for 15,000 base numbers, Enhanced Features, 36,000 free off-net minutes, and per-country billing for international calls. Vendor must provide login for usage reports.

• Definitions & Acronyms: Appendix 2 provides definitions for terms and acronyms used in the PWS.

Amendment / Modification

This amendment (Amendment 01) to Solicitation FA460826QS013, Communication Service, makes the following key changes:

• Extends Quotation Due Date: The deadline for submitting quotations has been extended to Monday, May 4, 2026, at 3:00 PM Central Daylight Time (CDT).

• Replaces Performance Work Statement (PWS): Attachment 1, PWS dated March 30, 2026, is replaced in its entirety by a new Attachment 1, PWS dated April 17, 2026.

• Updates Contract Line Item Number (CLIN) Chart: A new line item (0006) for a one-time transition/installation service has been added. CLINs 0004, 1004, 2004, 3004, and 4004 are now marked with an asterisk, indicating that rates from the offeror's International Calling Rate Chart will be incorporated into the contract.

• Updates 52.212-1 (Instructions to Offerors): Offerors are now instructed to submit a separate International Calling Rate Chart (Excel or PDF). A "Not-To-Exceed" (NTE) plug number of $1,000.00 per line item will be used for evaluation of International Call CLINs (0004, 1004, 2004, 3004, 4004), with actual payment based on usage and submitted rates.

• Updates 52.212-2 (Evaluation): Clarifies that the Total Evaluated Price (TEP) includes all line items for the base and option periods. For International Call CLINs, the TEP will incorporate the government-provided plug number amount. The offeror's International Calling Rate Chart will be evaluated for completeness, fairness, and reasonableness. The lowest price offer that meets technical requirements will be awarded on a best-value basis.

• Updates Combined Synopsis - Solicitation: The "Best Value Determination" section has been updated.

• Provides Government Responses to Questions: Includes detailed answers to questions submitted by potential offerors regarding due dates, incumbent contractors, demarcation locations, pricing formats, technical requirements, and more.

• Includes Acknowledgement Page: A new "Acknowledgement of Amendment 01" signature page must be signed and submitted with the quotation.

• Ensure compatibility with the Government's current infrastructure without additional Government expense.

• Provide and install transmission equipment and cables for local exchange access and transport service circuits.

• Connect to Government-provided power and termination frames.

• Services exclude residential or business services for non-Government entities.

• Continuous Operation: Local phone service 24/7/365 with 99.999% reliability.

• Outage Notification: Timely and accurate notification for scheduled outages (NLT 30 days prior) at 95% of the time.

• Outage Restoration:

  • High Priority: 99% of the time.
  • Medium Priority: 95% of the time.
  • Low Priority: 95% of the time.

• Grade of Service (GoS): Ensure end-to-end GoS/Quality of Service (QoS) for packetized voice traffic, meeting ITU standards for latency and packet jitter.

• Services are for Barksdale Air Force Base, LA.

• Cutover for the site must be completed within 60 days after award.

• Personnel: Contractor must ensure personnel possess required qualifications and certifications.

• Government Emergency Telecommunications Service (GETS): Contractor must have NPA (710) in the switch to allow access to GETS lines.

• Installation & Cutover: Non-incumbent contractors must submit an installation and cutover plan with their proposal. A final plan is due NLT 10 days after contract award.
