Purpose & Background
MSTS operates the remote NNSS, located 65 miles northwest of Las Vegas, NV, and requires reliable transportation for personnel from the Greater Las Vegas and Pahrump areas. This market research aims to identify local vendors capable of providing comprehensive bus transportation services.
Scope of Work
The requirement includes:
- Commuter Services: Scheduled routes between NNSS, Greater Las Vegas, Indian Springs, Pahrump, Crystal, NV, and other locations, as detailed in Attachment 1 - ROUTES_MAPS.pdf. MSTS may modify routes and boarding procedures.
- Charter Services: On-demand transportation within Nevada and potentially neighboring states, and between NNSS points, Las Vegas, and Pahrump. Charter coaches must be equipped with PA systems, DVD players, thumb drive capability, and video monitors. One ADA-compliant coach must be available.
- Call-Out Services: As-needed transport to/from NNSS with one working day's notice.
Key Requirements for Bidders
- Local Vendor: Must be within a 100-mile radius of NNSS, with bus yard and buses in Clark County District and access to onsite bulk fueling.
- Personnel: Drivers must hold current Commercial Driver's Licenses (CDL) and medical examinations, be dedicated, and reliable.
- Equipment: Over-the-road motor coaches (Prevost or approved equal) not exceeding five years old at award and eight years during performance. Commuter coaches must be 56-passenger reconfigured to 48-passenger (equally spaced) within 60 days of award. Charter coaches remain 56-passenger. All coaches require lavatories, Wi-Fi, HVAC (75°F), and must comply with EPA emission standards and Federal Motor Vehicle Safety Standards (49 CFR 571). A minimum of one ADA-compliant coach is required.
- Communication: A two-way communication system for dispatch and coaches with coverage across all routes, including Highway 160 and 95 North of Indian Springs. Bidders must provide a draft communication plan. Attachment 2 - REPEATER LOCATIONS.pdf provides details on repeater sites.
- Maintenance & Cleaning: Coaches must be DOT-inspected, exterior washed weekly, and interior disinfected nightly and cleaned/sanitized before each run. Lavatories must be clean, sanitary, and serviced daily.
- Management Plan: A written plan addressing contingencies (e.g., breakdowns, overloads, "Protection Bus"), passenger transfer, dispatch, maintenance, cleaning, regulatory compliance (USDOT, Nevada CPCN), operator qualification, rules of ridership, medical emergencies, and an Emergency Evacuation Contingency Plan.
- Tickets: Offeror responsible for collecting MSTS-generated tickets; no cash fares.
