This notice is issued by the Army Contracting Command-Aberdeen Proving Ground (ACC-APG) to conduct market research and assess industry capability for the Army's requirement for Compressed Industrial, High-Purity, and Specialty Gases. The goal is to identify qualified vendors with the necessary expertise, production capacity, and distribution resources to meet Army-wide demand across multiple locations.

• Support for analytical laboratory instrumentation, including mass spectrometers, gas and liquid chromatographs, flame ionization detectors, photometric detectors, and military-specific monitoring systems.

• Services include Gas Handling, Delivery, Rental, Hardware, and Accessories.

• Requirement supports environmental monitoring and detection of hazardous materials, toxic chemicals, and warfare agent releases.

• Anticipated contract type: Firm-Fixed-Price (FFP), Single-Award Indefinite Delivery/Indefinite Quantity (IDIQ).

• Ordering period: Five (5) consecutive 12-month periods, with one (1) six-month extension (total 5.5 years).

• Estimated ceiling value: Not to exceed $2,058,554.00.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the acquisition of compressed industrial, high-purity, and specialty gases to support the United States Army Combat Capabilities Development Command, Chemical Biological Center, Environmental Monitoring Laboratory at Aberdeen Proving Ground, Maryland, and other CONUS, Alaska, and Hawaii locations.

• Supply of compressed industrial, high-purity, and specialty gases as specified in Table 1.

• Includes gas handling, delivery, rental, hardware, and accessories.

• Delivery to various laboratory locations across the United States (detailed in Table 2).

• Contractor responsible for delivery and pickup of containerized gas cylinders.

• Contractor must provide reports on cylinders provided/removed.

• Timely delivery of requested gases.

• Replacement of non-conforming gases within 48 hours at no cost to the Government.

• Capability to fulfill surge demands (up to 50% greater than normal demand levels).

• Automated tracking of cylinders to ensure accurate stock levels.

• Total contract ordering period: Five (5) years, broken into five (5) 12-month periods and one (1) six-month extension.

• Delivery Period: 60 Months after contract award.

• Delivery locations include Aberdeen Proving Ground, MD, and various field laboratory sites across the US, Alaska, and Hawaii.

• Compliance with applicable Federal, State, Military, and local laws and regulations regarding environmental, occupational safety, and health.

• Handling of hazardous materials requires proper training and adherence to OSHA requirements.

• Contractor personnel require background checks and installation access approval.

• Adherence to specific hours of operation (Monday-Friday, 0800-1700) and delivery timelines (routine: within 3 business days; emergency: within 24 hours).

• Maintenance of Material Safety Data Sheets (MSDS) and provision to receiving laboratories.

• Contractor must ensure delivery personnel have valid Commercial Driver's Licenses (CDL).
