Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for a contractor to supply and deliver cryogenic liquid and compressed gases to the Naval Undersea Warfare Center (NUWC) Keyport.

• The contract includes one base year and up to four option years.

• The contractor shall provide inspection and repair services for bulk tank gases, up to $8000 annually.

• Specific gases and quantities to be supplied include:

  • Liquid Argon (Bulk, Purity 99.99%)
  • Gaseous Nitrogen (NI TP12, 16 pack rack cradle with cylinders)
  • Liquid Nitrogen (Bulk, Purity 99.99%)
  • Propane (Bulk)
  • Gaseous Nitrogen (6K PSI, 99.99% Purity)
  • Liquid Nitrogen (160L cylinders)
  • Liquid Argon (160L cylinders)
  • Helium Cylinders (300 Cu ft)
  • Hydrogen, Helium, P5, Oxygen, Argon (Low Volume/Not to Exceed cylinders)

• Delivery schedules and quantities are detailed for each gas type and location.

• Period of Performance: Approximately twelve (12) months after initial award.

• Place of Performance: NUWC Keyport, Washington and NUWC Keyport Annex, Bangor TRF.

• Hours of Service: 0800 to 1500 Monday through Friday, excluding Federal Holidays.

• Contractor is responsible for delivery, connection, and transfer of all material to Government-owned cryogenic liquid storage vessels.

• Contractor will provide documentation of servicing date, liquid delivered, and quantity.

• For bulk propane, installation and rental of a 500-gallon tank with associated equipment is required for twelve (12) months.

• Telemetry tracking systems may be used for automatic fill of certain bulk tanks, with minimum fill level requirements.

• The contractor is responsible for additional costs related to "Hot Fills" if a bulk delivery is missed due to contractor issues.

• The Government is responsible for additional costs related to "Hot Fills" if a bulk tank is depleted or delivery is missed due to Government personnel issues.

• The Government will monitor contract performance and conformance via a Contracting Officer's Representative (COR) surveillance.
