This solicitation is for Construction Basic Ordering Agreements (CBOAs) to execute a broad range of maintenance and repair construction projects, which may include design-build services. The projects will be located at Lajes Field Base/Base Aerea N.4 at Lajes, and any off-Base support sites at Terceira Island, Azores, Portugal.

• The CBOAs will cover various construction trades, including demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), concrete and asphalt paving, painting, millwork, flooring, and other specialty and general construction work.

• Projects may require no design, partial design, or full design, depending on specific needs.

• The contractor shall perform on-site work equivalent to at least 15 percent of the total contract amount.

• Contract Type: Construction Basic Ordering Agreements (CBOAs).

• Period of Performance: Within 1 calendar day of award to completion within 1826 calendar days after receiving notice to proceed.

• Performance and Payment Bonds: Not required.

• Proposal Submission Deadline: April 30, 2024, at 02:00 PM (local time).

• Offers must be submitted in original and copies.

• Offers must be marked to show the offeror's name and address, solicitation number, and date/time offers are due.

• Offers providing less than 120 calendar days for Government acceptance will be rejected.

• Evaluation will be based on Technical Capability and Past Performance, with Past Performance being significantly more important than Technical Capability.

• A minimum of five (5) CBOAs will be awarded.

• Offerors must possess a valid construction class two (2) certificate or higher, issued by the "Instituto dos Mercados Publicos do Imobiliario e da Construcao (IMPIC)" of Portugal.

• A pre-solicitation conference is scheduled for Monday, April 8, 2024, at 14:00 (local time, UTC -1).

• Proposals must be submitted in three volumes: Contract Forms, Technical Capability, and Past Performance.
