Purpose & Scope
This solicitation aims to establish CBOAs for a broad range of construction services, including demolition, site work, excavation, concrete, masonry, structural steel, electrical, mechanical (HVAC), paving, painting, millwork, flooring, and other specialty work. Projects may require no design, partial design, or full design. Work will be performed at Lajes Field Base and various off-Base support sites on Terceira Island. The CBOAs will be utilized to execute individual Task Orders for these projects.

Eligibility & Submission
Offerors must be registered in the System for Award Management (SAM) at SAM.gov. A valid Construction Certificate (Class 2 or higher) issued by the "Instituto dos Mercados Públicos do Imobiliário e da Construção (IMPIC)" of Portugal is mandatory. Proposals must be submitted via email and organized into three volumes: Contract Forms, Technical Capability, and Past Performance. Evaluation will be based on best value, with Past Performance being significantly more important than Technical Capability. Past performance projects from any of the nine Azores islands are acceptable, and can be ongoing or completed within five years.
