Scope of Work
The project requires the construction of the VEWMEC Floorplan A Primary Facility, approximately 6,900 square feet, including offices, a server room, operational training rooms, and all associated utilities. Supporting facilities and site work, such as clearing, grubbing, backfill, compaction, grading, and demolition, are also included. The contractor will also purchase and install primary facility equipment. Several bid options are available, including asphalt parking, Furniture, Fixtures, and Equipment (FF&E) for Floorplan A, and expansions to Floorplan B (adding 1,195 SF) and Floorplan C (adding 801 SF), each with corresponding FF&E options. An option for emergency radio coverage testing is also included.
Contract Details
This will be a Firm Fixed Price contract. The period of performance requires the contractor to begin work within 10 calendar days after receiving notice to proceed and complete the project within 672 calendar days. Performance and Payment Bonds are required.
Eligibility & Access Requirements
This opportunity is a 100% set-aside for Small Business under NAICS Code 236220 (Size Standard: $45,000,000.00). The solicitation documents contain Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). To obtain access, contractors must have an active SAM Registration and a current BASIC confidence level in SPRS. Access requests must be emailed to Ranzel.L.Merideth@usace.army.mil and Jessica.K.Moss@usace.army.mil with company CAGE Code, UEI, and confirmation of SPRS BASIC confidence level. A CMMC Level 2 (Self) certification is mandatory and required prior to award for any contractor information system processing FCI or CUI. Offerors will not be eligible for award without the required CMMC status posted in SPRS.
Submission & Evaluation
Sealed bids are due by 01:00 PM local time on May 29, 2026. Proposals must be submitted electronically through the PIEE Solicitation Module. Offerors must provide a price for all numbered items, including options. The Base Bid and all Options will be evaluated on price only. Offers providing less than 120 calendar days for Government acceptance will be rejected. Bid opening will be conducted telephonically.
