• Purpose & Award: Clarifies that the Government intends to award a firm-fixed-price (FFP) contract based on the most advantageous quote, not necessarily the lowest priced. Discussions are not anticipated but may be held if necessary.
• Questions: Specifies that all questions must be submitted via email to Jason Perez (jason.q.perez.civ@us.navy.mil) and Cynthia Cruz (cynthia.r.cruz2.civ@us.navy.mil) no later than five (5) calendar days before the submission due date. The Government reserves the right not to respond to questions received after this deadline.
• Submission Requirements:
  • Offers must be submitted by the due date and time on SF1449, block 8, including a completed and signed Page 1.
  • Technical and quotes must be submitted electronically; hand delivery, postal mail, express mail, or fax will not be accepted.
• Eligibility: This solicitation is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) only. Offerors must be certified by the SBA at the time of proposal submission and award. SDVOSB status will be verified in SAM.gov and the SBA's certification database.
• Technical Proposal Evaluation (Factor 1 - Technical Capability):
  • Must demonstrate understanding and capability to fully implement the PWS, including methods, staffing, equipment, and schedule.
  • Requires proof of current Facilities Clearance Level (FCL) equivalent to Top Secret, verified by DCSA or a similar letter dated within one year of the closing date.
  • Requires submission of experience, security clearance level, and training certification for each position. Resumes (max 2 pages) for key personnel (Site Security Manager and Construction Surveillance Technicians) are required. Signed letters of commitment are needed for proposed personnel not current employees.
  • If subcontracting, the technical proposal must identify subcontractors and the anticipated percentage of work by value.
• Past Performance Evaluation (Factor 2):
  • Requires examples of up to two successful and recent performance on similar secured facility or sensitive site projects (scope, complexity, security).
  • Requires references with name, phone number, and email address. "Recent" is defined as within five years of the solicitation closing date, and projects must be at least 50% complete.
• Price Evaluation (Factor 3):
  • Requires completion of RFQ Section B "Supplies/Services" with total base and option contract prices.
  • Requires a detailed price breakdown (labor, materials) to understand FFP development.
  • Requires submission of completed and signed Page 1 of the solicitation, including all amendments.
• Period of Acceptance: Quotes must remain valid for a minimum of 60 days from the offer receipt date.
• Email Submission Size Limit: Emails exceeding 10 MB will not be received. Offerors should be mindful of attachment sizes.

• Factor 3: Price: Evaluated for reasonableness. While technical and past performance are more significant, price is a consideration, and the Government may award to a higher-priced offeror if advantages warrant.
• Options: If applicable, the total price of options will be added to the base period for evaluation. Unbalanced option prices may lead to unacceptability.
• Notice of Award: A written notice of award will result in a binding contract.

This solicitation is for Construction Site Security Services for the Naval Airborne Weapons Maintenance Unit One (NAWMU-1) at the P541 Building project on Ordnance Annex, Naval Base Guam.
