Scope of Work

The contractor will provide Site Security Manager (SSM) and Construction Surveillance Technician (CST) services. Key responsibilities include overall security management, supervision of CSTs, surveillance and monitoring of activities within the controlled construction space, in-depth inspections of materials and equipment, access control, and reporting security incidents. The estimated workload is one SSM and three CSTs. Personnel must be US Citizens with active TOP SECRET (SSM) or SECRET (CST) clearances and relevant ICD 705 certifications. The contractor is responsible for providing all necessary equipment, including ADP equipment, tools, metal detectors, and security cameras.

  • Set-Aside: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be SBA certified at the time of proposal submission and award.

  • Place of Performance: Ordnance Annex, Naval Base Guam, Santa Rita, GU
  • Period of Performance: A base year (May 1, 2026 – April 30, 2027) and four option years, extending through February 28, 2030. The total duration will not exceed 46 months.
  • Government Furnished Property (GFP): Includes office furniture, computers, iPads, handheld and walk-through metal detectors, two-way radios, retina scanners, and a surveillance camera system.
  • Wage Determination: Offerors must adhere to the U.S. Department of Labor's Service Contract Act Wage Determination for Guam.

Evaluation Factors

Award will be made to the most advantageous offeror using a tradeoff source selection process. Only certified SDVOSB firms will be evaluated.

  1. Technical Capability (Most Important): Evaluated on understanding of the PWS, proposed methods, staffing, equipment, schedule, and compliance with FAR 52.219-14 (Limitations on Subcontracting). Requires proof of current Top Secret Facilities Clearance Level (FCL) and submission of key personnel resumes with security clearances and certifications.
  2. Past Performance: Assessed based on recency (within 5 years), relevancy, and demonstrated record on similar secured facility or sensitive site projects. Up to two examples with references are required.
  3. Price: Evaluated for reasonableness. While less significant than technical and past performance, the Government may award to a higher-priced offeror if advantages warrant. Unbalanced option prices may lead to unacceptability.
