The contract type will be a firm-fixed-price purchase order awarded on an all-or-none basis, with Net 30 payment terms. The Period of Performance is 60 days from the Date of Award, though sooner completion is desired. Submission & Evaluation

Evaluation will be based on a Best Value Trade-off, where the Non-Price Technical Solution (Technical Approach and Past Performance) is significantly more important than Price. However, as non-price factors become more equal, price gains importance. The evaluation factors are:
- Technical Approach and Capability: A detailed write-up describing the approach to performing the SOW tasks.
- Experience: Relevant past projects and knowledge of sewer line repairs.
- Past Performance: At least two references from similar, recent services within the past two years, submitted via Attachment 3 (Past Performance Questionnaire) directly by references to kerri.coffey@noaa.gov by the closing date.
- Price: Evaluated for completeness and reasonableness.
