Quick Summary

The Federal Emergency Management Agency (FEMA), under the Department of Homeland Security, has issued a Total Small Business Set-Aside solicitation for Consumable Medical Supplies (CMS). This opportunity seeks multiple Indefinite Delivery-Indefinite Quantity (IDIQ) contracts with Firm-Fixed-Price (FFP) CLINs to acquire and deliver CMS kits and individual items for both steady-state replenishment and emergency response operations across CONUS and OCONUS. Proposals are due March 24, 2026, at 12:00 PM EST.

Scope of Work

Contractors will be responsible for assembling and delivering complete CMS kits (CLIN-0001) and/or individual Consumable Medical Supplies (CLINs 0002-0109). This includes replenishing perishable and non-perishable items at FEMA Distribution Centers during steady-state operations, and delivering kits or ala carte orders to Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters during emergency response/surge operations. Deliveries must meet strict performance standards, including 48-hour delivery for emergency response and a minimum 13-month shelf life for applicable items. A tracking system for real-time visibility is required.
