This solicitation is for the acquisition of Consumable Medical Supplies. The government intends to award multiple Indefinite Delivery-Indefinite Quantity (IDIQ) contracts to support CONUS and OCONUS disaster response locations.

The contractor shall acquire and ship Consumable Medical Supplies in accordance with the Statement of Work (SOW). This includes delivery to Distribution Centers, Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters within CONUS and OCONUS during steady state and emergency response/surge operations.

• Contract Type: Multiple Award Indefinite Delivery-Indefinite Quantity (IDIQ) with Firm-Fixed-Price (FFP) CLINs.

• Period of Performance: One (1) base year with four (4) one-year option periods, from June 22, 2026, to June 21, 2031.

• Minimum Contract Value: $9,169.00 for 1 CMS Kit.

• Maximum Contract Value: $4,444,000.00 for all awarded CMS Kit contracts.

• Questions Due: March 3, 2026, 12:00 PM EST.

• Proposals Due: March 24, 2026, 12:00 PM EST.

• Award Date (Notional): May 13, 2026.

• Proposal Format: Electronic copy, no more than 21 pages (excluding cover page and table of contents), with specific page limits for Technical Proposals (Volume I: 12 pages, Volume II: 9 pages) and a separate Price Proposal.

• Evaluation Factors: Factor 1 – Technical Approach (most important), Factor 2 – Past Performance, and Factor 3 – Price. Technical factors combined are significantly more important than price.

• The acquisition is set aside for Small Business (100%).

• NAICS Code: 339113, Size Standard: 800 employees.

• Offerors must be registered in SAM.gov.

Statement of Work (SOW) / Performance Work Statement (PWS)

FEMA aims to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract to procure Consumable Medical Supplies (CMS) kits and individual items for steady-state replenishment and emergency response operations.

• Assemble and deliver complete CMS kits (CLIN-0001) and/or individual CMS items (CLINs 0002-0109).

• Deliveries are required for steady-state stock replenishment and for emergency response/surge operations.

• Destinations include FEMA Distribution Centers, Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters within CONUS and OCONUS.

• Specific tasks include replenishing perishable/non-perishable items for steady-state and delivering kits/items for emergency response.

• Steady State Delivery: Within 45 days of order award for kits; within 30 days of request for replenishment components.

• Emergency Response/Surge Delivery: Within 48 hours of task order for kits and individual items.

• Minimum shelf life of 13 months from date of delivery for all applicable items.

• Perishable items must be identified and packed separately with shelf-life information.

• Contractor must have a tracking system for real-time visibility during disaster response.

• Packaging must be in tri-wall containers, labeled, and secured to pallets.

• IDIQ Period of Performance: One (1) Base Year (12 months) plus four (4) Option Years (12 months each).

• Delivery Order performance periods will be established at the Delivery Order level.

• Place of Performance includes various geographical areas across FEMA Regions and specific Distribution Centers/Warehouses listed in the document.
