Scope of Work
Contractors will be responsible for assembling and delivering complete CMS kits (CLIN-0001) and/or individual Consumable Medical Supplies (CLINs 0002-0109). This includes replenishing perishable and non-perishable items at FEMA Distribution Centers during steady-state operations, and delivering kits or ala carte orders to Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters during emergency response/surge operations. Deliveries must meet strict performance standards, including 48-hour delivery for emergency response and a minimum 13-month shelf life for applicable items. A tracking system for real-time visibility is required.

- Contract Type: Multiple Award Indefinite Delivery-Indefinite Quantity (IDIQ) with Firm-Fixed-Price (FFP) CLINs.
- Period of Performance: One (1) base year (June 22, 2026 – June 21, 2027) with four (4) one-year option periods, extending through June 21, 2031.
- Estimated Value: Minimum order of $9,169.00 per CMS Kit. Maximum contract value for all awarded CMS Kit contracts is $4,444,000.00.

Submission & Evaluation

- Proposal Format: Electronic submission, limited to 21 pages (excluding cover page and table of contents). Technical Proposals are split into Volume I (12 pages max) and Volume II (9 pages max), with a separate Price Proposal. A specific pricing template (Attachment 2) must be used.
- Evaluation Factors: Proposals will be evaluated on Factor 1 – Technical Approach (most important), Factor 2 – Past Performance, and Factor 3 – Price. Technical factors combined are significantly more important than price, though price may become more important if technical merit is substantially equal. A Past Performance Questionnaire (Attachment 3) is critical for evaluation.
