Scope of Work
The contractor will be responsible for acquiring, assembling, and delivering complete CMS kits (CLIN-0001) and/or individual Consumable Medical Supplies (CLINs 0002-0109). Deliveries are required to FEMA Distribution Centers, Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters. Tasks include replenishing perishable/non-perishable items in kits during steady state and delivering kits/ala carte orders during emergency response within specified timelines (e.g., 48 hours for emergency response). A minimum shelf life of 13 months is required for applicable items.

Submission & Evaluation

- Proposal Format: Electronic submission, limited to 21 pages (excluding cover/TOC). Technical Proposals are limited to 12 pages (Volume I) and 9 pages (Volume II), with a separate Price Proposal.
- Evaluation Factors: Factor 1 – Technical Approach (most important), Factor 2 – Past Performance, and Factor 3 – Price. Technical factors combined are significantly more important than price, though price may become more important if technical merit is substantially equal.
- Key Clarifications (Amendment 0001): Offerors must submit pricing for the complete CMS kit (CLIN 0001), all a la carte CLINs (0002-0108), the perishable items kit (CLIN 0109), and transportation CLINs (0111-0114) for both base and option years. Partial submissions are not acceptable. For CLIN 0002 (Antibacterial Cleansing Wipes), "Brand Name or Equal" is NOT acceptable, and changes in sizing are not permitted. Pricing for CONUS & OCONUS deliveries for all Option Year logistics CLINs must be included, even if bidding only on base year product CLINs.
