• Partial CLIN Submissions: Offerors must submit pricing for the complete CMS kit (CLIN 0001), a la carte CLINs (CLINS 0002-0108), perishable items kit (CLIN 0109), and transportation CLINs (CLIN 0111-0114) for both base and option years. Partial submissions are not acceptable and may lead to rejection or a lower evaluation.
• Brand Name or Equal (CLIN 0002): A change in brand name or supplying a product of equal value to the specified Antibacterial Cleansing Wipes/Travel Pack of 15/100 is NOT acceptable. Changes in sizing do not meet specifications and would require modifications to FEMA configurations kits.
• Option Year Pricing: Offerors must include pricing for deliveries to CONUS & OCONUS locations for all Option Year logistics CLINs, even if bidding only on base year product CLINs. These CLINs will be evaluated accordingly.

Solicitation / RFP / RFQ

This solicitation is for Consumable Medical Supplies, to be procured under multiple Indefinite Delivery-Indefinite Quantity (IDIQ) contracts. The government intends to award contracts to support CONUS and OCONUS disaster response locations. The contracts will be Firm-Fixed-Price (FFP) CLINs.

The contractor shall ship Consumable Medical Supplies in accordance with the Statement of Work (SOW) to various government locations including Distribution Centers, Incident Support Bases, Federal Staging Areas, Points of Distribution, and shelters within CONUS and OCONUS.

• Contract Type: Multiple Award Indefinite Delivery-Indefinite Quantity (IDIQ) with Firm-Fixed-Price (FFP) CLINs.

• Period of Performance: One (1) base year (June 22, 2026 – June 21, 2027) with four (4) one-year option periods (through June 21, 2031).

• Minimum Order: $9,169.00 per CMS Kit.

• Maximum Order: $4,444,000.00 for all awarded CMS Kit contracts.

• Evaluation Factors: Factor 1 – Technical Approach (most important), Factor 2 – Past Performance, and Factor 3 – Price. Technical factors combined are more important than price. Price may become more important if technical merit is substantially equal.

Statement of Work (SOW) / Performance Work Statement (PWS)

FEMA aims to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract to procure Consumable Medical Supplies (CMS) kits and individual items for steady-state replenishment and emergency response operations.

• Assemble and deliver complete CMS kits (CLIN-0001) and/or individual CMS items (CLINs 0002-0109).

• Deliveries are required for steady-state stock replenishment and for emergency response/surge operations.

• Perishable items must be identified and packed separately with shelf-life information.

• Contractor must have a tracking system for real-time visibility during disaster response.

• Packaging must be in tri-wall containers, labeled, and secured to pallets.

• IDIQ Period of Performance: One (1) Base Year (12 months) plus four (4) Option Years (12 months each).

• Delivery Order performance periods will be established at the Delivery Order level.
