FY-27 Contractor Operated Civil Engineer Supply Store (COCESS) - Request for Proposal

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a simplified method for Civil Engineer Squadron (CES) personnel and Facility Managers to purchase quality materials and small real property equipment for work tasks, construction, recurring preventive maintenance, repairs, and the Base U-Fix-it program.

• Provide all necessary labor, supervision, equipment, supplies, transportation, and materials to support a Contractor Operated Civil Engineer Supply Store (COCESS) at Eglin AFB, Florida, including servicing outlying areas.

• Acquire, issue, deliver, store, warehouse, inventory, source, purchase, receive, and stock a variety of materials, equipment, parts, and supplies for construction, facility maintenance, and use by authorized Government personnel.

• The store will offer a variety of commercial and industrial products, with a focus on high-use/critical/consumable materials for immediate purchase.

• Commercial materials include items for electrical, plumbing, HVAC, sheet metal, welding, carpentry, pavement, landscaping, electronics, hardware, and general construction.

• The U-Fix-It program supports minor maintenance and repair tasks performed by Facility Managers.

• Customer Service: No more than 2 valid complaints per 100 customers served.

• Contractor Training Compliance: 95% on time.

• Premium Freight and Transportation Charges COTR Approval: 100% of the time.

• Items >$25K CO Approval: 100% of the time.

• Off-Line for Over-the-Counter Sales updated next duty day: 98% of the time.

• NPI Quotes Received on Time: 98% of the time.

• Hazardous Material Approval Compliance: 98% of the time.

• "Like-Item" Substitutes Approval: 100% of the time.

• Contractor's Merchandise Return Policy Compliance: 98% of the time.

• Provide Items by Required/Agreed Delivery Date: 95% of the time.

• Performs Receipt and Issue Transactions in NEXGEN IT: 98% of the time.

• Hazardous Material Storage and Inventory Compliance: 98% of the time.

• Warranties Provided to COTR: 98% of the time.

• Sales Ticket Processing and Compliance: 98% of the time.

• Required Reports and Listings Compliance: 98% on time and in correct format.

• Record Keeping and Inspection Compliance: 98% of the time.

• COCESS Store Hours of Operation and On-Site Manager Availability Compliance: 98% of the time.

• Hazardous Material Spill Response Compliance: 100% of the time.

• Location: Eglin Air Force Base, Florida.

• Hours of Operation: Monday through Friday, 0700 – 1600, excluding federal holidays.

• Pricing: Utilize online pricing databases and identify primary/alternate databases. Firm Fixed Price (FFP) applies. Pre-priced items are discounted based on Attachment A. Non-Priced Items (NPIs) require fair and reasonable pricing.

• Inventory Management: Contractor uses their own system for store stock inventory. Items are issued via NEXGEN IT.

• Hazardous Materials (HAZMAT): Strict handling, storage, and disposal procedures apply, adhering to federal, state, and local regulations. Requires specific training and inventory management.

• Government Shared Property & Services: Includes facilities, equipment, telephone service, security, fire, and medical services. Contractor is responsible for maintaining and replacing provided equipment if damaged by the contractor.

• Contractor Responsibilities: Includes providing an on-site store manager, ensuring personnel speak English, maintaining housekeeping, furnishing supplies and equipment, and complying with Eglin AFB security and environmental requirements.

• Transition Plan: Required for new contractors, detailing operations start-up within 40 calendar days.
