Scope of Work
The opportunity covers six Contract Line Item Number (CLIN) Groups:
- CLIN Group 1: 30mm Depleted Uranium (DU) Cartridges
- CLIN Group 2: Improved Conventional Munitions (ICM)
- CLIN Group 3: 20mm Cartridges
- CLIN Group 4: Hexachloroethane (HC) Smoke Munitions
- CLIN Group 5: Flares
- CLIN Group 6: Rocket Motor from MLRS Open Burn and Open Detonation (OB/OD) technologies are prohibited; reutilization and recycling are encouraged. Contractors must be able to demilitarize all CLINs within a proposed CLIN Group.
Contract Details
- Contract Type: Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ)
- Duration: Five-year contracts, with ordering periods covering FY27-FY31.
- Awards: Single awards for CLIN Groups 1, 3, and 6. Multi-awards (up to two) for CLIN Groups 2, 4, and 5, with Minimum Guaranteed Quantity (MGQ) distributed evenly (50/50) between awardees.

- Maximum Quantities: Total maximum quantities across all IDIQ awards include 7.8M 30mm DU, 478K ICM, 9.6M 20mm Cartridges, 1.4M HC Smoke, 2.7M Flares, and 17.5K MLRS Rocket Motors.
Key Requirements
Offerors must be registered in SAM.gov. Cybersecurity Maturity Model Certification (CMMC) Level 2 is required, with self-assessment by November 10, 2026, and third-party assessment by November 10, 2027 (POA&Ms allowed for 180 days). Contractors must maintain a Quality Management System (QMS) meeting ISO 9001:2015, submit a Quality Assurance Program Plan (QAPP), Safety Site Plan (SSP), and Ammunition Demilitarization and Disposal Plan (ADDP). Strict adherence to environmental, safety, and security regulations (DoD 5100.76-M) is mandatory, including handling of hazardous materials and Controlled Unclassified Information (CUI). Demilitarization must begin within 18 months of award and be completed within 12 months of Government Furnished Material (GFM) receipt.
Submission & Evaluation

- Evaluation: Best value tradeoff process, considering Technical (most important), Past Performance, and Price. Small Business Participation is an evaluation factor (Attachment 0005 is 10 pages, but the full Subcontracting Plan is separate). Oral presentations are required after solicitation closes.
- Pricing: Offerors must use the latest Price Evaluation Spreadsheet (REV 2, May 15, 2026) and note clarifications on MGQ pricing for multi-award CLIN Groups.
Amendments & Clarifications
Multiple amendments have extended the proposal due date and clarified requirements. Amendment 0002 anticipates a switch from Depleted Uranium (DU) burial to recycling. Amendment 0003 updated the SOW and pricing spreadsheet. Amendment 0004 clarified MGQ pricing conditions in Section L.
