Bidder Qualifications
Bidders/installers must meet stringent qualifications, including:
- An active Blanket Purchase Agreement (BPA) with the Administrative Office of the United States Courts for AV installation services, OR successful completion of a full 5-year term under a previous BPA within the last 7 years.
- Minimum of 5 years of successful installation experience on Federal Courthouse A/V system projects.
- Successful completion of a minimum of 3 Federal Courthouse AV system installations within the last 2 years, including similar automatic mixers, matrices, digital signal processors, echo cancellors, and specific control system hardware/software (touch panel(s), central processing unit(s), custom programming).
- All work, including custom programming, must be completed by a factory-trained and certified technician/programmer who is a direct, permanent employee (minimum 40 hours/week) of the installer. Sub-contracted technicians or third-party agreements are prohibited.
- The certified installer must hold a CTS certification from InfoComm/AVIXA.
- All qualification requirements must be met prior to the bid opening.
