  • Certified installer must hold a CTS certification from InfoComm/AVIXA.
  • All special requirements/qualifications must be met prior to the bid opening.

Statement of Work (SOW) / Performance Work Statement (PWS)

• Full AV systems will be installed in one District Courtroom and one Magistrate Courtroom.
• Basic video systems only will be installed in one Grand Jury Room and one Trial Jury Room.
• Refer to drawings, specifications, and schedule B's for specific individual room AV system requirements.

All bidders/installers must meet the following criteria:

• Be engaged in a current, signed Blanket Purchase Agreement (BPA) with the Administrative Office of the United States Courts for audio-visual installation services, OR have successfully completed a full 5-year term under a previous BPA for these services within the last 10 years.
• Possess a minimum of 5 years of successful installation experience of Federal Courthouse A/V system projects similar to this project's requirements.
• Have successfully completed a minimum of 3 Federal Courthouse AV system installations over the 2 years prior to the bid opening date.
• Installations must have included similar automatic mixers, matrices, digital signal processors, and echo cancellor hardware and software, including complete installation, setup, programming, balancing, and equalization.
• All such work must have been completed by a factory-trained and certified technician of the specified equipment manufacturer.
• The certified technician must have completed all relevant manufacturer training courses.
• The certified technician must be a direct, permanent employee of the installer, working a minimum of 40 hours per week.
• Sub-contracted technicians or third-party agreements are prohibited.
• The certified installer must hold a CTS certification from InfoComm/AVIXA.
• Evidence of qualifications must be submitted upon request to the Designer/Engineer.
• All qualification requirements must be met prior to the bid opening.
