Purpose & Scope
CPE ST3 is the Army's organization responsible for acquiring, delivering, and maintaining Test, Training, and Threat solutions for domestic and international Warfighters. This RFI aims to identify sources capable of providing specialized acquisition support services that are not resident within the Government's workforce. The support will be task-based, outcome-focused, and capability-centric, emphasizing flexibility and responsiveness to evolving threats and priorities. Services include product management, engineering support, digital engineering, DevSecOps integration, validation & verification, test planning/execution, training support, data analytics, and sustainment planning. Support will cover all phases of the acquisition lifecycle, from requirements development to contract closeout, for various contract types.
Key Requirements & Approach
The Government anticipates leveraging an Agile program management strategy across multiple task orders, emphasizing incremental value delivery, continuous stakeholder engagement, and adaptive planning. The attached Draft Performance Work Statement (PWS) outlines the need for contractors to implement a Scaled Agile Framework (SAFe) or equivalent, with performance measured by metrics such as velocity tracking, cycle time, and task completion rates. Key personnel, including an Agile Program Manager with specific experience, will be required. Contractors must adhere to security requirements, including potential Top Secret facility clearance and various security trainings. The Government is also seeking input on small business participation and potential socio-economic set-asides.
