This solicitation (W911RX26QA020) is for the provision of crane support services. The government is procuring a crane operator, a rigging crew, and one crane capable of hoisting an M1A2 Tank (73.59 tons) onto a rail car from the ground. The crane will also be used to load other non-mission capable equipment from the train onto the ground.

• Provision of a crane operator and rigging crew.

• Provision of one crane capable of hoisting heavy loads, including M1A2 Abrams Tanks (73.59 tons), M1120A2 Trucks (40,300 lbs), M1074A1 Material Handling Cranes (55,204 lbs), M88A2 Tracked Recovery Vehicles (70.8 tons), and M2A3 Fighting Vehicles (74,400 lbs).

• All necessary services to sustain crane utilization throughout the contract duration.

• Equipment repairs and replacements, including all necessary repair calls and parts.

• Delivery and pick-up of the leased equipment.

• Operator and Rigging Crew Labor, including overtime.

• Permits/Tolls and Per Diem.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: March 10, 2026 to March 13, 2026.

• Quote Validity: Minimum of 30 calendar days.

• Quotes must be submitted electronically (PDF or Microsoft Excel/Word) to the Contract Specialist/Contracting Officer.

• Quotes must include a total price and an itemized breakout of service components.

• Award will be made to the responsible offeror whose price is determined fair and reasonable (Lowest Price Technically Acceptable - LPTA).

• Evaluation will be limited to price only; technical evaluation will be limited to confirming proposed services meet PWS requirements.

• Place of Performance: Vicinity of Fort Riley Railway Operations Center at 12th Street, Fort Riley, KS 66441. The Crane will be placed at Camp Funston Rail Yard.

• Offerors must be registered in the System for Award Management (SAM).

• Offerors must have completed representations under FAR 52.204-24, FAR 52.204-25, and FAR 52.204-26 in SAM.gov prior to submitting an offer.

• No debrief is offered for this requirement.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide operators, a rigging team, and a crane capable of hoisting an M1A2 Tank (73.59 tons) onto a rail car, and to load other Non-Mission Capable (NMC) equipment from rail cars onto the ground.

• Provide one (1) crane, operators, and a rigging team.

• Crane must be capable of lifting an M1A2 Tank (73.59 tons) at a radius of up to 38 feet.

• Utilize rigging points on the tank, requiring slings (min. 10-15 ft per leg, 80-ton capacity) and spreader bars.

• Load various NMC equipment, including M1A2 Abrams Tank, M1120A2 Truck, M1074A1 Material Handling Crane, M88A2 Tracked Recovery Vehicle, and M2A3 Fighting Vehicle.

• Deliver and set up the crane at Camp Funston Rail Yard, Fort Riley, KS.

• Provide all necessary services, equipment repairs, and labor (including overtime).

• Crane must be ready to lift by 0800 on October 16, 2024.

• Daily work time not to exceed 14 hours (including 6 hours overtime).

• Mobilization out by October 19, 2024.

• Repair calls acknowledged within 1 hour; repairs completed within 24 hours (excluding weekends and federal holidays).

• Performance will be evaluated based on compliance rates, documented in the CPAR system.

• Period of Performance: October 15, 2024 – October 18, 2024.

• Place of Performance: Camp Funston Rail Yard, in the vicinities of Spur 1 and B Street, Fort Riley, KS.

• Contractor must provide all necessary equipment, including the crane, rigging gear, and tools.

• Government will not provide any property or services.

• Contractor employees require background checks and must adhere to installation access policies.

• Contractor must comply with applicable regulations, including those related to physical security, information assurance, and anti-terrorism training.

• No services required on recognized federal holidays.
