Evaluation

Key Requirements & Clarifications

  • Place of Performance: Classroom training can be at MBW or vendor facilities. Scenario training can be at MBW, vendor facilities, or MCB Quantico ranges if live fire is required.
  • Instructor Qualifications: Instructors must be law enforcement trained in critical incident response, including use of force, firearms handling, CQB/SWAT, and open-air tactics.
  • Security & Access: Contractors must undergo background checks, register in the Defense Biometric Identification System (DBIDS), and possess valid identification for base access.
  • Training Details: Training involves paired and fireteam responses. Marines will use M18, M1018 Shotgun, or M4 Rifles; USMC will provide blank ammunition and Blank Firing Adapters (BFAs). The USMC has limited dummy weapons (red handguns, blue tasers, red shotgun) but no MILES gear. Breaching specifically refers to closed doors, not mechanical breaching of doors/windows. USMC-trained Range Safety Officers (RSOs) will be present. Secure storage for vendor equipment and locked truck/trailer parking can be arranged.
