• Response Elements: The training will involve paired responses, fireteam responses (4 Marines), and coordination of multiple elements. The specific size of responding elements depends on the incident location.
• Weapons: Marines will use M18, M1018 Shotgun, or M4 Rifles. Blank ammunition and Blank Firing Adapters (BFAs) will be provided by the USMC, pending allotment confirmation.
• Training Equipment: The USMC has (1) red dummy shotgun, (29) red dummy handguns, and (19) blue dummy tasers. They do not have MILES gear or similar laser tag systems.
• Noise Restrictions: No restrictions for blanks. Sustained gunfire may require notification to local residents and the Metropolitan Police Department.
• Equipment Storage: Secure storage for vendor training equipment is available if it fits in a small room. Locked truck/trailer parking can also be organized.
• Classrooms: Two classrooms are available, each holding 65 students, equipped with a TV or projector.
• Breaching: The training specifically requires breaching closed doors for entries during an active threat scenario, not mechanical breaching of doors or windows.
• Range Safety Officer (RSO): USMC-trained RSOs will be present during the training evolution.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this PWS is to provide Guard Company, Marine Barracks Washington (MBW) with specialized training to maintain their capability to respond to a variety of critical incidents, including active shooter scenarios.

• Tasks: Provide training for 130 Marines on active shooter response and Close Quarter Battle (CQB) tactics. This includes classroom instruction and practical application.

• Training Structure: Conducted in two blocks over two weeks, with 65 Marines per block. Each block will consist of at least 15 hours of training across 3 days.

• Topics: Training will cover active shooter response in close quarters and open-air/crowd environments, tactical formations, breaching, and combat lifesaving.

• Instructor Ratio: Maintain a ratio of at least 1 instructor per 20 students.

• Qualifications: Instructors must be law enforcement trained in critical incident response, including use of force, firearms handling, CQB/SWAT, and open-air tactics.

• Compliance: Training must comply with MCO 5500.6H and MCO 5580.2B.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) under FAR Part 13 procedures. The government is procuring Critical Response Training. This opportunity is 100% set-aside for Small Business, with NAICS code 611699. The resulting contract will be a Firm Fixed Price (FFP) Purchase Order.

• Offerors are advised to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items.

• The government reserves the right to amend terms until Purchase Order/Offer issuance.
