Statement of Work (SOW) / Performance Work Statement (PWS)

• Inspection & Maintenance: Regular inspection and maintenance of various range systems, including but not limited to:

• Hazardous Waste Cleaning & Lead Abatement: Specific procedures for cleaning and maintaining bullet traps and other areas where lead contamination is present, including lead sample collection and analysis to meet stringent thresholds.

• Operations: Ensuring the ranges are operationally ready.

• Cleaning: Bi-weekly comprehensive cleaning. No validated discrepancies found after 2 separate services, with no occurrence of nonperformance.

• Lead Abatement Cleaning: Lead analysis tests must be below specified micrograms per square foot thresholds.

• Response Time: On-call cleaning services must be provided within 24 hours of an emergency request.

• Place: Al-Udeid Air Base (AUAB), Qatar.

• Period of Performance (PoP): To be determined upon contract award, with specific milestones for Kick-Off Meeting, Badging, Site Preparation, and O&M Commencement.

• Hours of Operation: Generally between 0700 and 1900 Qatar local time, Monday through Sunday (excluding Fridays), subject to base access and coordination.

• Personnel: All personnel must be qualified, licensed, and possess strong knowledge of indoor rifle range operations. Personnel handling hazardous materials must be trained and certified in accordance with OSHA 1910.1025 and applicable Qatari health and safety regulations.

• Equipment: Contractor must provide all necessary commercial-grade tools, equipment, and supplies, including PPE and HEPA vacuums.

• Regulatory Compliance: Adherence to all applicable U.S. Federal, local Qatari, and host nation laws and regulations, including EPA, OSHA, IBC, NFPA, and UFC standards.

• Safety: Strict adherence to all US Government safety laws and precautions. Warning signs must be displayed in hazardous areas.

• Reporting: Regular reporting on progress, including schedule updates and variance analysis.

• Government Furnished Property/Services: Government will provide access to utilities (electricity, water). Contractor is responsible for all other equipment and supplies.

• Base Access: All personnel and vehicles must meet installation entry requirements and adhere to base traffic laws.

• Security: Project is unclassified. All personnel must abide by installation security regulations.

• Warranty: One-year warranty post-acceptance covering installed components and workmanship.

Solicitation / RFP / RFQ

This solicitation is for "CSOJTF-C 25M and 50M Range Services." The government is procuring services related to the maintenance and inspection of these ranges.

• Inspection and initial repairs of ranges, including those identified during a site visit.

• Preventative maintenance and cleaning for 25M and 50M ranges.

• Services are to be performed in accordance with the attached Performance Work Statement (PWS).

• The estimated contract value is USD 12,500,000.00.

• Pricing arrangement is Firm Fixed Price.

• The contract includes option line items for additional preventative maintenance and cleaning services.

• The period of performance for each line item is 1 Calendar Year from the date of award receipt.

• The solicitation issue date is February 20, 2026.

• The offer due date is February 20, 2026, at 12:00 PM.

• Evaluation will be based on a "Best Value" determination, considering reasonable priced, technically acceptable quotes.

• Quotes must include pricing for all line items to be considered.

• The government will evaluate the three lowest priced quotes for technical acceptability, with the option to evaluate additional quotes.

• Technical acceptability will be rated as "Acceptable" or "Unacceptable."

• The acquisition is marked as "Unrestricted."
