Quick Summary

The Department of the Interior (DOI), specifically the Interior Business Center (IBC) – Human Resources Directorate (HRD), has issued a Request for Information (RFI) to gather industry capabilities for AI tools and automations. This RFI seeks solutions to support a mainframe-centric, payroll-focused, and PII-regulated environment, serving over 300,000 employees across multiple agencies. Responses are due by April 17, 2026.

Scope of Interest

HRD is exploring AI solutions to enhance various critical functions, including:

  • Automated Testing: Script, unit, regression, load, and performance testing.
  • Batch Processing & JCL Scripting: Automation of mainframe batch operations.
  • Database Management: Configuration, capacity planning, security, forecasting, patching, migrations, and integrity.
  • Payroll Operations: Calculations, retroactive processing, W-2, ACA, annual adjustments, and file generation.
  • Code & Infrastructure Analysis: Mainframe assessment, call-routine mapping, bug identification, historical analysis, and Large Language Model (LLM) scanning.
  • Content Generation: Automated creation of system documentation, training materials, and analytical reports.
  • Customer Service Automation: Ticket creation, routing, self-service tools, and guidance for legal/payroll inquiries.

Solutions must ensure cross-platform integration with Federal partners (e.g., OPM, IRS), operate in a non-multi-tenant environment, comply with FedRAMP controls and Section 508 requirements, and offer robust governance, auditability, scalability, and flexible deployment options.

Contract & Timeline

This is an RFI for planning purposes only and does not constitute a solicitation or commitment to award a contract. The government will not pay for information submitted, nor will it accept unsolicited proposals. Responding to this RFI does not affect future participation in any potential solicitations.
