Quick Summary
The Department of Veterans Affairs (VA), specifically the Technology Acquisition Center NJ (36C10B), is soliciting quotes for Pharmacy Staff Scheduling Software Access and Support Service for the Dallas VA Medical Center. This requirement is for a comprehensive Software-as-a-Service (SaaS) platform to manage staff scheduling and on-call duties. The acquisition is conducted under an Unrestricted, full and open competition with a tiered evaluation approach, prioritizing Service-Disabled Veteran-Owned Small Businesses. Quotes are due May 29, 2026, at 1:00 PM EST.
Scope of Work
The VA requires a SaaS platform to ensure continuous, secure, and reliable access for approximately 125 users at the Dallas VA Medical Center. Key capabilities include:
- 24/7/365 platform availability via a hosted cloud environment.
- Unlimited technical support during standard business hours (Monday-Friday, 8:00 a.m. - 7:00 p.m. CST) and emergency-only support outside these hours.
- Comprehensive training for administrators and an Online Help Center.
- Dedicated account management and Monthly Progress Reports.
- Advanced scheduling features: Support for complex rules, multiple roles/units, staffing ratios, various shift patterns, conflict prevention, multi-department employees, dynamic coverage, approval workflows, seniority rules, and bidding processes.
- Security & Compliance: Adherence to VA cybersecurity requirements (e.g., VA Critical Security Controls, FICAM, IPv6, TIC, Zero Trust) and Section 508 accessibility standards. No Personally Identifiable Information (PII) beyond employee names and email addresses is to be collected or processed.
- Hosting: The solution can be hosted within the VA's existing Microsoft Power Platform environment/VAEC if application requirements align with the VA baseline, but will still require a SaaS team review, which is contingent upon successful award.
