Submission & Evaluation
Quotations must be submitted in four volumes: Business Information, Technical Capability, Past Performance, and Price. The evaluation factors, in descending order of importance, are Technical Capability (including Technical Approach and Methodology, Program Management, Staffing Plan, Transition-In Plan Schedule), Past Performance, and Price. Technical Capability and Past Performance combined are significantly more important than price. The government intends to evaluate and make an award without holding meaningful exchanges.
