The United States Air Force, Air Force Life Cycle Management Center (AFLCMC/WVSS) is conducting a Sources Sought (RFI) to identify companies capable of providing a data migration solution for its 3DEXPERIENCE (3DX) platform. This effort supports the Government's transition to a digital-based acquisition program by migrating data between on-premises, air-gapped 3DX instances. Responses are due by April 26, 2026, at 4:00 PM ET.
Scope of Work
The RFI seeks solutions to:
- Export data from an on-premises Windows-hosted 2025x 3DX instance and import it into another similar instance.
- Ensure the migration is traceable, maintains data integrity, preserves digital threads, and retains all metadata.
- Support various data types, including PDFs, Word, CATIA, 3DXML, and Enovia business objects, with the ability to add new types.
- Add/merge data without overwriting or deleting existing data in the target instance.
- Initially move all data, with subsequent runs capable of migrating only new and updated data.
- Desired capabilities include making transferred data read-only but linkable, flagging updated data, and ensuring one-way data movement.
- The contractor may need to assist with Authority to Use (ATU) and Authority to Operate (ATO) certifications at IL5, IL6, and IL6+ levels.
- The contractor will not be responsible for Cross Domain Solution or data hosting.

Submission & Evaluation
Interested parties must submit a white paper addressing specific questions about their proposed solution, team configuration, and any additional suggestions. White papers are limited to 8 pages for technical answers (Section 2) and must include administrative information (Section 1) such as contact details, recommended contracting strategy, business type, and facility security clearance.
