This document contains questions submitted by vendors regarding the opportunity and the Government's responses, providing clarifications on technical, security, and contractual aspects.

• Data Volumes: The environment is projected to hold terabytes of models and 300-500 gigabytes of documents. The exact object count is unknown but expected to be high. Model data is primarily a one-time lift, with daily changes mainly involving Enovia business objects and some documents.
• Cross Domain Solution (CDS): The Government intends to use an AF Enterprise CDS currently in development. Its availability date is TBD. Specifications will be provided as received.
• Data Migration Cadence: Frequency is up for discussion, potentially nightly or on-demand. A dedicated maintenance window may be available.
• Data Scope: All listed data types (CATIA models, ENOVIA business objects, documents, metadata, requirements) are in scope for migration. Initial capability priorities will be discussed with respondents.
• Security Levels: Data resides at IL5, IL6, and IL6+ levels. An existing Authorization to Operate (ATO) is in place, and the System Security Plan (SSP) and supporting artifacts can be provided.
• Contract Type: The anticipated contract type is still under discussion and open to suggestions. A single award is anticipated.
• Customizations: Yes, there are customizations beyond out-of-the-box configurations, and the contractor will have access to technical documentation for them.
• Read-Only Data: Migrated data is expected to be read-only in the destination instance, with linking as the only desired modification.

Request for Information (RFI)

This RFI seeks information from companies capable of delivering a data migration solution for the United States Air Force's 3DEXPERIENCE (3DX) platform. The goal is to support the migration to a digital-based acquisition program, integrating data from applications like Cameo, Teamwork Cloud (TWC), and CATIA.

• Solution: Deploy or develop a solution to export data from one air-gapped, on-premises Windows-hosted 2025x 3DX instance and import it into another.

• Data Integrity: The solution must maintain data integrity, digital threads, and all metadata.

• Data Types: Must handle all ingestible objects and those created by 3DX, including PDFs, Word, CATIA, 3DXML, and Enovia business objects. 3DSwym data is desired but not required.

• Merge Capability: The solution must add/merge data without overwriting/deleting existing data in the target instance. Data from the exported instance cannot be deleted.

• Incremental Migration: Ability to move all data initially, followed by only new and updated data for subsequent runs.

• Read-Only & Linking: Transferred data should be read-only in the second instance but linkable. Updated data should be flagged.

• One-Way Migration: Data movement is strictly one-way from the first instance to the second.

• Validation: Data and digital threads must be validated in the new instance without referencing the original.

• ATO/ATU Support: Assist with Authority to Use (ATU) and Authority to Operate (ATO) certifications at IL5, IL6, and IL6+ levels, if required by the solution.

• Exclusions: The contractor is not responsible for the Cross Domain Solution or data hosting.

• Format: White paper.

• Content: Address specific questions regarding solution development, team configuration, estimated timeframes, and any additional suggestions.

• Administrative Section (Section 1): Include point of contact, recommended contracting strategy, business type (NAICS 541512), and facility security clearance.

• Technical Section (Section 2): Answer RFI questions, limited to 8 pages (excluding images/graphs).

• Due Date: May 10, 2026, at 4:00 PM.

• This is an RFI ONLY; it is for information and planning purposes and does not constitute an RFP or a commitment to contract.

Request for Information (RFI)

This RFI seeks information from companies capable of providing a data migration solution for the United States Air Force's 3DEXPERIENCE (3DX) platform. The goal is to support the Air Force's transition to a digital-based acquisition program by migrating data from one on-premises, air-gapped 3DX instance to another.

• Develop or deploy a solution to export data from an on-premises Windows-hosted 2025x 3DX instance and import it into another similar instance.

• The migration must be traceable, maintain data integrity, preserve digital threads, and retain all metadata.

• The solution must support various data types including PDFs, Word, CATIA, 3DXML, and Enovia business objects, with the ability to add new types.

• The solution must add/merge data without overwriting or deleting existing data in the target instance.

• The solution should initially move all data, with subsequent runs capable of migrating only new and updated data.

• Desired capabilities include making transferred data read-only but linkable in the second instance, flagging updated data, and ensuring one-way data movement.

• The contractor may need to assist with Authority to Use (ATU) and Authority to Operate (ATO) certifications at IL5, IL6, and IL6+ levels.

• The contractor will not be responsible for the Cross Domain Solution or data hosting.

• Interested parties must submit a white paper addressing specific questions about their proposed solution, team configuration, and any additional suggestions.

• White papers are due by April 26, 2026, at 4:00 PM via email to Capt. Landon Smith (landon.smith.13@us.af.mil).

• Section 1 of the white paper requires administrative information, including contact details, recommended contracting strategy, business type (NAICS 541512), and facility security clearance.

• Section 2, limited to 8 pages, should answer the technical questions.

• NAICS code 541512 (Computer Systems Design Services) is specified. Small business size standards apply.

• This is an RFI only; it does not constitute a Request for Proposal (RFP) and does not commit the Government to any contract.

• All costs associated with responding are at the responder's expense.

• Responses become Government property and will not be returned.
