Sources Sought / Pre-Solicitation Notice

This notice informs the public about an upcoming design-build project to renovate and upgrade an existing room into a secure Night Vision Goggle (NVG) Storage Facility at the 411 SQDN Headquarter Building, Wing 41, Royal Thai Air Force (RTAF), Chiang Mai, Thailand. The government anticipates issuing a solicitation in June or July 2026. This notice also seeks to identify interested contractors for a Pre-Proposal Site Visit (PPSV).

• Complete design and construction of the NVG Storage Facility.

• Renovation of an existing P.E. room to create a fully enclosed and secure environment.

• Installation of protective steel cage within ceiling space.

• Installation of CCTV system, fire detection, and alarm system.

• Installation of two air conditioning units and a dehumidifier.

• Installation of a complete electrical system, emergency lighting, and backup power system.

• Installation of a secure safe for NVG storage and steel cabinets for firearms and ammunition.

• Installation of utilities, communications, and integration systems.

• Project Magnitude: Estimated between US$100,000 and US$250,000.

• This is a Sources Sought notice; no bid package or solicitation is currently available.

• Interested contractors must submit a Base Access Request (BAR) to attend the Pre-Proposal Site Visit (PPSV).

• Response Date for BAR submission: Wednesday, May 20, 2026, by 11:00 am Thailand Time.

• PPSV tentatively scheduled for May - June 2026.

• BAR submission instructions include a Personnel Roster in Excel format and a Combined identification document in PDF format, sent to specified email addresses.

• Failure to follow submission instructions may result in non-processing.

• Work will be performed on an active military installation, requiring coordination with host nation stakeholders and adherence to applicable U.S. and Host Nation standards.

• No reimbursement for costs associated with providing information.

• No telephone calls will be accepted.

• Technical points of contact will not be provided.

• Site access for the PPSV is strictly through the US Government-submitted BAR.

• Only two participants per company will be authorized for the PPSV.

• Contractor vehicles are not allowed on base; Wing 41 will provide transportation.

• Contractors attempting to inspect sites outside of scheduled visits will be disqualified.

• All relevant information will be posted on SAM.gov.
