Scope of Work

The contractor will provide construction services for upgrades to the condenser water and chilled water systems in the basement and penthouse of Building A. Key tasks include:

  • Installation of Condenser Pump(s), Chilled Water Pump(s), Heat Exchanger(s), VFDs, and associated Piping and Controls.
  • Demolition and removal of existing equipment.
  • Survey and abatement of hazardous materials (a $100,000 allowance is provided in Attachment K, though no additional abatement is currently anticipated).
  • Provision of temporary cooling systems, with full building load support and power/temporary chiller provided outside the Statement of Work (SOW). Temporary cooling/rental cooler services are intended to be excluded from the base bid.
  • Coordination with commissioning agents, Construction Manager (CM), and Quality Assurance (QA).
  • Maintaining a clean work site and performing work during off-hours.
  • Contractor is responsible for permits, inspections, third-party approvals, refrigerant recovery/storage/disposal, temporary weather protection, and structural delegated design.
  • Slab opening enlargement, shaft expansion, and restroom modification are to be included in the base bid, with a deduct alternate for evaluation.
  • No chilled water or condenser water outages are permitted during the peak cooling season (June 1 - September 15) without prior approval. Liquidated damages are set at $1000 per calendar day.

Contract Details

  • Contract Type: Firm Fixed-Price (FFP).
  • Period of Performance: 300 calendar days from the Notice to Proceed (NTP), with an anticipated performance period from July 2026 through April 2027. Substantial Completion is required within 270 calendar days, and Final Completion within 300 calendar days.
  • Set-Aside: None specified.
  • Eligibility: Offerors must demonstrate at least 10 years of experience and management of projects with a minimum dollar value of $1,500,000. The contractor must adhere to Wage Determination No. DC20260002.
  • Offer Price Guarantee: 120 days from submission date.
