  • Quotes will be evaluated for compliance with solicitation terms and conditions, laws, and regulations, and for the total overall lowest price on an all-or-none basis.
  • The Government reserves the right to review sources related to past performance.
  • Technical requirements evaluation will include evidence of Terex reach stacker repair capability and subcontractor identification.
  • Past Performance will be evaluated on an acceptable/unacceptable basis, using SPRS, CPARS, and other sources. "Unknown" past performance will be considered acceptable.

• The deadline for receipt of offers is extended to 03/11/2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform diagnostics and repair services on one TEREX TFC 45 machinery, which is essential for the removal and stowage of 45-ton, 40-foot containers.

• Removal, repair, testing, and installation of the main telescoping cylinder.

• Replacement of failed lock valves.

• Replacement of failed solenoids.

• Replacement of the main hydraulic line to/from the hydraulic tank.

• Replenishment of the hydraulic tank with the required manufacturer-specified fluid.

• Provision of all necessary repair material, personnel, and equipment.

• Ensuring the machine operates according to manufacturer design and specifications after repairs and testing.

• Performing any necessary calibrations after installation of the wire harness.

• Site 1: Norfolk Naval Station, Building W-131 Staging Area.

• Repairs must be completed in accordance with Manufacturer (MFR) specifications.

• Machine operation must be verified against MFR design and specifications after repairs and testing.

• Use of manufacturer-specified fluid for the hydraulic tank.
