Scope of Work
The contractor will provide all labor, materials, equipment, and transportation to disassemble and remove the tower antenna (excluding foundation) and the genset package at the Romeo 01 MAF. The project requires supplying and installing a turnkey, fully functional, tested, and operational product, and providing a Post-Project Report (PPR) with work details and photos. Removed materials become the property of the contractor. The Period of Performance is 35 calendar days from the date of award.

Key Requirements & Compliance
Bidders must acknowledge the Performance Work Statement (PWS) and submit a Quality Control Plan. Access to Controlled Unclassified Information (CUI) documents, including MAF maps and layouts (Attachment 2), requires an active NIST SP 800-171 assessment score of 110 or higher in the Supplier Performance Risk System (SPRS) within the last three years, or a submitted plan of action. Alternatively, CMMC Level 2 Certification is acceptable if available. The solicitation includes detailed guidance on SPRS registration and NIST SP 800-171 assessment methodology. Post-award, a Hazardous Materials Authorization Request (Attachment 4) with Safety Data Sheets (SDS) will be required for any HAZMAT used. Compliance with the Service Contract Act (SCA) Wage Determination (Attachment 3) for Wyoming counties is mandatory for pricing.
Submission & Evaluation
Proposals are limited to 10 pages and must be valid for 60 calendar days. Offerors must be registered in SAM.gov and have no active exclusions. Evaluation will be based on Price and Technical factors, which are equally important. Technical evaluation includes the Quality Control Plan, understanding of the PWS, and an active NIST SP 800-171 Assessment or CMMC Level 2 Certification. Award will be made to the lowest priced, technically acceptable offer.
