Purpose & Scope

The effort involves managing, preserving, and providing access to a large collection of scientific and technical information.
Key Requirements / Scope of Work
Potential sources should demonstrate capabilities across five main task areas:
- Task 1: Study and Analysis Activities: Provide in-depth analysis, subject matter expertise (CBRNE/CWMD), support AI tool creation, and conduct specialized studies.
- Task 2: Maintain and Improve the Information Base: Ensure safety, security, and preservation of the collection; digitize, catalog, and metadata-tag artifacts; manage the DTRIAC collection; and maintain compliance with DoD directives.
- Task 3: Enhance Information Retrieval: Maintain web-based data retrieval systems, leverage AI/ML for knowledge expansion, and develop advanced data science tools.
- Task 4: Customer Service and Outreach: Provide customer support, manage user accounts, perform library functions, and promote DTRIAC capabilities.
- Task 5: Provide Science and Technical Information (STI) Program Support: Offer technical editing and manage STI data to prevent duplication.

Security & Resources
Personnel will require a minimum of Top Secret clearances, with some requiring Top Secret Sensitive Compartmented Information (SCI) Clearances. The Government will provide workspace, access to documents/software/hardware, Government-owned vehicles, and a forklift. Some travel is expected to locations including Fort Belvoir, VA; Germantown, MD; and Livermore, CA.
