This document is a Sources Sought Notice, not a solicitation. Its purpose is for market research only, to identify firms capable of providing services to operate the Defense Threat Reduction Information Analysis Center (DTRIAC) located at Kirtland AFB, NM. DTRIAC manages a large collection of unclassified and classified artifacts to support the Department of Defense's (DoD) research, development, test, evaluation, training, mission rehearsal, logistics, maintenance, and operational requirements, with a primary focus on nuclear information.

Potential sources are invited to demonstrate capabilities for the following tasks:

• Task 1: Study and Analysis Activities:

  • Provide analysis in accordance with DoD directives, including verifying data accuracy, evaluating collection techniques, developing alternative approaches, identifying data voids, assisting in AI tool creation, providing subject matter expertise for software modernization, and supporting FOIA requests.
  • Provide Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) subject-matter experts for in-depth analysis and specialized technical information products.
  • Conduct preliminary specialized studies and analyses, providing advice on scientific, technical, and operational support topics.
  • Optimize, customize, and/or modify existing analytics, search, retrieval, reporting, and visualization tools.

• Task 2: Maintain and Improve the Information Base:

  • Ensure the safety, security, and preservation of the collection using archival methods.
  • Digitize, catalog, index, and metadata-tag the collection for searchable and retrievable online access.
  • Provide classification and controlled unclassified information support.
  • Manage the DTRIAC collection, providing routine services for DTRA's CWMD mission.
  • Use indexing and data retrieval capabilities to compile and maintain specialized subject databases.
  • Compile and maintain databases containing nuclear weapons effects and related computer code information.
  • Perform intake and verify security markings of all incoming data.
  • Maintain compliance with applicable DoD instructions and directives.

• Task 3: Enhance Information Retrieval:

  • Maintain web-based data retrieval systems and website content.
  • Leverage AI/ML methods to expand the IAC knowledge base and enhance analysis workflows.
  • Maintain state-of-the-art information management and retrieval tools.
  • Leverage modern software development lifecycle tools to develop advanced data science tools.
  • Integrate non-DTRIAC or third-party software with DTRIAC systems.

• Task 4: Customer Service and Outreach:

  • Provide customer service support for DTRA mission areas.
  • Manage DTRIAC user accounts and security verification.
  • Perform library functions and respond to customer requests.
  • Provide customer support through reproduction and mailing of reports and other media.
  • Maintain outreach activities to increase visibility and use of the DTRIAC collection.
  • Promote DTRIAC capabilities and services to the widest possible audience.

• Task 5: Provide Science and Technical Information (STI) Program Support:

  • Provide technical editors for tracking and processing STI reports.
  • Manage DTRIAC's scientific and technical data to eliminate duplication of effort.

Monthly reporting on Work Progress, Performance, and Cost; Weekly scheduled staff meetings; Program Progress Reports/Monthly Status Reports; Performance and Cost Reports; Meeting Minutes; Scientific Technical Reports/Final Reports; Newsletters.

Workspace, access to documents and software/hardware, Government-owned vehicles, and a forklift will be provided. Contractor must account for Government property.

Personnel require a minimum of Top Secret clearances and authorized access to facilities, documents, and programs. Top Secret Sensitive Compartmented Information Clearances will be required for an appropriate number of personnel. Compliance with DoD requirements for handling classified documents and DoD Records Management Program is mandatory.

Some travel is expected to locations such as Fort Belvoir, VA; Germantown, MD; and Livermore, CA.

• Content: Responses should include corporate information, a capability summary, administrative information (name, address, business type, CAGE code, DUNS), and answers to specific questions about past work and recommendations for maximizing small business participation.
• Format: Limited to 5 pages, Arial font (10pt) or Times New Roman (12pt).
• Submission Deadline: Thursday, 12 March 2026, by 1400 Local Fort Belvoir, VA time.

This document is a Sources Sought Notice for market research purposes only. The Defense Threat Reduction Agency (DTRA) is seeking information from firms capable of providing services to operate the Defense Threat Reduction Information Analysis Center (DTRIAC) located at Kirtland AFB, NM. The DTRIAC manages a large collection of unclassified and classified artifacts (documents, photos, films, etc.) to support Department of Defense (DoD) research, development, test, evaluation, training, mission rehearsal, logistics, maintenance, and operational requirements. It focuses on DTRA's nuclear information and provides a knowledge base for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) and Countering Weapons of Mass Destruction (CWMD) communities.

Potential sources are invited to demonstrate capabilities for the following tasks:

• Task 1: Study and Analysis Activities: Provide analysis in accordance with DoD directives, including verifying data, investigating techniques, developing alternative approaches, identifying data voids, assisting in AI tool creation, providing subject matter expertise for software modernization, and fulfilling FOIA requests. This also includes providing CWMD subject-matter experts for in-depth analysis and specialized technical information products, conducting preliminary specialized studies, and optimizing analytics and retrieval tools.

• Task 3: Enhance Information Retrieval: Maintain web-based data retrieval systems and DTRIAC websites. Leverage AI/ML methods to expand the knowledge base and enhance analysis workflows. Maintain state-of-the-art information management and retrieval tools. Develop and maintain advanced data science tools using modern software development lifecycle tools. Integrate non-DTRIAC or third-party software with DTRIAC systems.
• Task 4: Customer Service and Outreach: Provide customer service support for DTRA mission areas, including data collection, identification, and acquisition. Provide user account creation, security verification, and maintenance. Perform library functions and respond to customer requests. Provide support for reproduction and mailing of reports and other media. Maintain outreach activities to increase visibility and use of the DTRIAC collection.
• Task 5: Provide Science and Technical Information (STI) Program Support: Provide technical editors for tracking and processing STI reports. Manage DTRIAC's scientific and technical data to eliminate duplication and populate databases.

Submissions are voluntary and will not be reimbursed. Proprietary information must be clearly marked. Responses shall not contain classified information.
