Purpose & Background
This Sources Sought is for market research only. DTRA seeks information from firms to provide services for DTRIAC, which manages extensive unclassified and classified artifacts (documents, photos, films) supporting Department of Defense (DoD) research, development, test, evaluation, training, and operational requirements, particularly focusing on nuclear information and CWMD/CBRNE knowledge.
Scope of Work
Potential sources should demonstrate capabilities across five key task areas:
- Task 1: Study and Analysis Activities: Provide analysis, verify data, investigate techniques, develop approaches, identify data voids, assist in AI tool creation, provide subject matter expertise, and fulfill FOIA requests. This includes CWMD subject-matter expertise for specialized technical information products and optimizing analytics.
- Task 2: Maintain and Improve the Information Base: Ensure safety, security, and preservation of the collection. Digitize, catalog, index, and metadata-tag for online access. Provide classification and controlled unclassified information support. Manage collection, including intake, security marking verification, and compliance with DoD directives.
- Task 3: Enhance Information Retrieval: Maintain web-based data retrieval systems and DTRIAC websites. Leverage AI/ML to expand knowledge and enhance analysis. Maintain state-of-the-art information management tools and develop advanced data science tools.
- Task 4: Customer Service and Outreach: Provide customer service for DTRA mission areas, including data collection, user account management, library functions, and response to customer requests. Support reproduction and mailing, and conduct outreach activities.
- Task 5: Provide Science and Technical Information (STI) Program Support: Provide technical editors for tracking and processing STI reports and manage DTRIAC's scientific and technical data.
Key Requirements
- Deliverables: Monthly Work Progress, Performance, and Cost reports; weekly staff meetings; Program Progress Reports, Performance and Cost Reports, Meeting Minutes, Scientific Technical Reports, and Newsletters.
- Government Furnished: Workspace, access to documents, software/hardware, Government-owned vehicles, and a forklift for the document warehouse.
- Security: Contractor personnel require a minimum of Top Secret clearances and authorized access to applicable DoD/DTRA facilities, documents, and programs. Compliance with DoD requirements for handling classified documents and the DoD Records Management Program is mandatory.
- Travel: Expected to Fort Belvoir, VA; Germantown, MD; and Livermore, CA.
