Quick Summary

The Defense Threat Reduction Agency (DTRA) has issued a Sources Sought Notice for market research to identify firms capable of providing services to operate the Defense Threat Reduction Information Analysis Center (DTRIAC) at Kirtland AFB, NM. DTRIAC manages a vast collection of unclassified and classified artifacts supporting DoD research, development, test, evaluation, training, and operational requirements, with a focus on nuclear information and Countering Weapons of Mass Destruction (CWMD). Responses are due March 12, 2026.

Purpose & Scope

This is a Sources Sought Notice for market research only, not a solicitation. DTRA seeks to identify potential sources for operating DTRIAC, which serves as a critical knowledge base for Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) and CWMD communities. The effort involves managing, preserving, and providing access to a large collection of scientific and technical information.

Key Requirements / Scope of Work

Potential sources should demonstrate capabilities across five main task areas:

  • Task 1: Study and Analysis Activities: Provide in-depth analysis, subject matter expertise (CBRNE/CWMD), support AI tool creation, and conduct specialized studies.
  • Task 2: Maintain and Improve the Information Base: Ensure safety, security, and preservation of the collection; digitize, catalog, and metadata-tag artifacts; manage the DTRIAC collection; and maintain compliance with DoD directives.
  • Task 3: Enhance Information Retrieval: Maintain web-based data retrieval systems, leverage AI/ML for knowledge expansion, and develop advanced data science tools.
  • Task 4: Customer Service and Outreach: Provide customer support, manage user accounts, perform library functions, and promote DTRIAC capabilities.
  • Task 5: Provide Science and Technical Information (STI) Program Support: Offer technical editing and manage STI data to prevent duplication.
