Quick Summary
The Defense Logistics Agency (DLA), DCSO Richmond Division #1, is issuing a Justification and Approval (J&A) for a sole-source, firm-fixed-price contract to ONYX Strategic Solutions, LLC for Delinquency/Post Award Support to DLA Weapons Support. This action ensures uninterrupted critical post-award contract administration services, vital for warfighter readiness. The contract is for a 12-month period, from March 15, 2026, to March 14, 2027, with an estimated value of $4,458,523.76.
Purpose & Justification
This J&A justifies awarding the contract to ONYX Strategic Solutions, LLC without full and open competition, citing FAR 13.106-1(b). The primary justification is the urgent need for continuity of performance to prevent a critical service gap. The current contract expires March 14, 2026, and a lapse in support would severely impact DLA's ability to manage delinquent contracts, potentially delaying critical support and affecting weapon system readiness. ONYX Strategic Solutions, LLC is the incumbent and is deemed uniquely qualified with the necessary experience and technical capabilities to continue services without a transition period. Market research indicated that soliciting from multiple sources was impracticable given the urgent timeline. An initial plan for an 8(a) set-aside was abandoned due to ONYX's suspension from the 8(a) program.
Scope of Work
The contractor will provide comprehensive support for DLA Weapons Support Supplier Operations, focusing on post-award delinquency operations. Key tasks include:
- Inventory and categorization of delinquent contracts (30+ days past delivery date).
- Research, recommendation, and resolution of post-award contract administration workload, including Post Award Requests (PARs) and Quality Notifications (QNs).
- Intra-agency and extra-agency coordination.
- Participation in DLA meetings for requirements gathering and results presentation.
- Acting as a 'Think Tank' to identify and propose process improvements.
- Accessing, integrating, and analyzing DLA and external data sources (e.g., EA2, SAM, Advana).
- Monitoring and evaluating contracts to ensure material delivery or resolution.
- Conducting root cause analysis and engaging with vendors.
- Preparing contract administration packages for Government Contracting Officer (KO) execution.
