• Period of Performance: March 2, 2026, to March 31, 2026.

• Basis of Award: Technically acceptable low price competitive offer from Small Business.

• This is a Small Business set-aside.

• Prospective contractors must have an active System for Award Management (SAM) registration to be eligible for award.

• A site visit is recommended. Offerors are urged to inspect the site to understand all conditions affecting performance.

• The specific locations for demolition are: 33100 Tamiami Trail E, Ochopee FL 34141-9710 and 32016 Tamiami Trail East, Ochopee FL 34141.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform the removal of two old buildings and associated structures at Carnestown Corner in Ochopee, Florida, and restore the building footprints to a fine-graded condition.

• Demolish two buildings (Sheriff Office and Chamber of Commerce), one gazebo, and associated structures.

• Remove all components of the septic system, including tanks, distribution boxes, grinders, piping, and drainfield lines.

• Remove slabs, raised foundations, sidewalks, stairs, and ramps.

• Remove shrubbery and trees directly around the buildings and gazebo.

• Remove a 14' x 8' shed and chain link fence.

• Ensure Radio Tower, Tower Building, and Tower generator remain accessible and operational.

• Perform rough grading and finish grading.

• Disconnect water lines at the curb stop near SR29 and abandon remaining pipe under asphalt pavement, or remove to the edge of asphalt pavement within the demolition footprint.

• Dispose of all demolition materials according to Federal, State, and local laws and ordinances.

• Provide a Waste Management Plan focusing on reuse, salvage, or recycling, minimizing landfill disposal.

• Keep premises clean and free of waste materials and rubbish.

• Commencement of work within ten (10) days after receipt of Notice to Proceed.

• Removal and cleanup to be completed within thirty (30) days of the Notice to Proceed.

• Location: Big Cypress National Preserve, Ochopee, Florida, at the corner of SR 29 and US HWY 41 (Tamiami Trail E).

• A site visit is recommended prior to submitting a proposal.

• Contractor is responsible for verifying all measurements.

• NPS-provided documentation and pictures are for general reference; onsite conditions may vary.

• Pre-removal inspection and COR approval required for method and route of removal, protective fencing, signage, and barricades.

• Site inspections to verify building conditions and identify hazardous materials (e.g., asbestos).

• Submit Demolition Plan, Waste Management Plan, and other required documents for COR approval.

• Test for asbestos-containing materials (ACMs) and other hazardous substances; asbestos is believed to be present in the Sheriff Substation.

• Abate and properly dispose of hazardous materials per FDEP and EPA regulations.

• Ensure refrigerants are captured and disposed of properly.

• Remove all interior furnishings, doors, framing, flooring, appliances, cabinets, countertops, plumbing and fixtures, HVAC systems, electrical conduit and fixtures, wastewater system components, and exterior components.

• Remove all pipe, lumber, metal, building block, brick, stone, concrete, and scrap, including foundation walls and any manmade structures.

• No components shall be abandoned in place.

• Post-removal site restoration includes visual inspection, grading to surrounding grades, and removal of all apparatus, tools, equipment, and surplus materials.

• A pre-construction meeting is required.

• Daily coordination and reporting to the COR are required.

• Contractor is responsible for repairing any damages to adjacent properties.

• Safety plan must address heavy equipment operations, public/visitor safety, PPE, and emergency response protocols.
