Quick Summary

The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service, is soliciting quotes for demolition and odor control services for fire-damaged larval rooms 1-4 in Building 6418 at the Mexican Fruit Fly Rearing Facility (MFFRF) on Moore Air Base in Edinburg, TX. This is a Total Small Business Set-Aside. The work is crucial for the MFFRF's mission to eradicate Mexican Fruit Flies. Quotes are due June 3, 2026, at noon CT.

Scope of Work

The contractor shall provide all materials, supplies, and labor to:

  • Demolish fire-damaged debris from larval rooms 1-4, including burnt materials, metal panels, bracing, wood framing, utility equipment, roof/ceiling components, main/sectional walls, siding, and internal electrical/mechanical equipment. This includes the removal of eight Trane air handlers with refrigerant evacuation and a boxed Hardie board panel mezzanine. The larval room hallway structure will remain, with new siding and resealing as needed.

  • Perform Final Clean-up, removing all debris and trash from work areas and immediate exterior paths. All work must comply with EPA, state, and local regulations, and federal construction wage rates.
