Submission & Evaluation
This acquisition will proceed in two phases:
- Phase I: Focuses on Minimum Mandatory Requirements (MMRs) for eligibility determination. Offerors must have an active SAM.gov registration at the time of Phase I proposal submission.
- Phase II: A Request for Proposals (Technical and Price) will be issued to eligible or conditionally eligible offerors. A Secret Facility Clearance (FCL) with Secret safeguarding capability is required. The Department of State will sponsor uncleared firms for an FCL if determined eligible or conditionally eligible in Phase I. Foreign firms are not eligible for FCLs. A pre-proposal conference and site visit are anticipated 10-15 days after the Phase II RFP issuance.
