This is a Request for Quotation (RFQ) for the recovery of Desert Air Systems refrigerant and the removal and replacement of the compressor skid and heating elements. A site visit is required.

• The delivery date is specified as 01/13/2026.

• The RFQ is issued by USCG Base Portsmouth.

• Invoices must be submitted through IPP, Invoice Processing Platform (www.ipp.gov).

• Vendors must be registered in SAM (www.sam.gov).

• The closing date for quotations is the close of business on 01/28/2026.

• This RFQ is not a small business set-aside.

• This is a request for information and quotations furnished are not offers.

• The Government is not committed to pay any costs incurred in the preparation of the submission.

• Any representations and/or certifications attached to this Request for Quotations must be completed by the quoter.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair the Unaccompanied Personal Housing (UPH) Desert Air system at USCG Base Portsmouth by replacing compressors and heating coils.

• Recover refrigerant (R22) from the existing unit.

• Remove and dispose of the existing compressor skid and liquid drier cores.

• Furnish and install a new, compatible dual compressor skid.

• Purge the system with Nitrogen and perform a double evacuation to below 500 microns.

• Charge the system with 71 lbs. of R22 refrigerant and verify operation.

• Remove and dispose of existing heating elements and associated high voltage wiring.

• Furnish and install new heating elements (70kW, 480/3/60) and new supply high voltage wiring.

• Work must be performed by qualified personnel.

• Contractor must ensure continuity of support.

• Project Manager must be available and responsive.

• All work must be performed in accordance with specifications and to the satisfaction of the Contracting Officer.

• Government acceptance will be based on inspection and adherence to the accepted proposal.

• Period of Performance: Not to exceed 45 working days after contract award or as negotiated.

• Place of Performance: USCG Base Portsmouth, 4000 Coast Guard Blvd, Portsmouth, VA 23703. Custom manufacturing at contractor's facility, installation at USCG Base Portsmouth.

• Site Visit: Required before submitting bids to verify quantities and compatible components. Arrangements must be made with the QAE at least three (3) days in advance, providing full name, DOB, and last four of SSN for each visitor.

• Personnel: Contractor must provide a detailed list of employees (name, DOB, place of birth, address, last four of SSN) five days prior to work commencement for base access.

• Security: All contractor personnel must be eligible for a Secret Clearance. Specific identification and base access requirements (Real ID, DoD ID, RAPIDGate, PIV card, etc.) must be met.

• Safety: Adherence to OSHA regulations (29 CFR 1910 & 1926). Written safety programs require review by Base Safety Officer. Lock Out/Tag Out procedures require coordination with Facilities Division.

• Environmental: Adherence to EPA regulations (40 CFR). Written environmental management programs require review by Environmental Protection Specialist. Hazardous materials must be disposed of by the contractor according to federal, state, and local guidelines.

• Work Hours: Generally 0700-1530 EST, Monday-Friday, but other hours may be required with approval.

• Travel: Costs must be included in the overall bid; not a separate line item.

• Reporting: All written reports must be in electronic format compatible with Microsoft Office Applications.

• Property: Contractor furnishes all necessary facilities, materials, equipment, and services.

• Permits: Contractor obtains all required permits, licenses, and appointments at no additional cost to the government.

• Workmanship: Must meet best standard practices and be performed by experienced personnel.
