Statement of Work (SOW)

To design and provide a High Pressure Waterjet Boiler Cleaning Unit for the X-41 Boiler Shop at US Naval Base Yokosuka.

• The contractor shall design and provide a High Pressure Waterjet Boiler Cleaning Unit.

• The equipment must be capable of onboard boiler cleaning using waterjet and include a built-in mixing system for sodium nitrite water solution.

• The contractor must furnish all labor, materials, equipment, and transportation unless otherwise specified.

• A local Japanese dealer network for maintenance services and repair parts is required.

• The unit must comply with OSHA Safety and Health Standards (29 CFR 1910).

• Asbestos, toxic metals (Lead, Hexavalent chromium, Cadmium), and PCB shall not be used.

• The equipment must be able to operate continuously.

• Liquid-contact members must be free of oil, chemicals, and dirt, and made of stainless steel unless technically unavoidable.

• All system components must be protected against corrosion and deterioration.

• Electric components must be waterproof or in waterproof enclosures, grounded, and protected against overload, overheat, short circuit, and ground fault.

• Labels and signs must be in English-Japanese bilingual language and resistant to environmental factors.

• Nameplates indicating model, serial number, manufacturer, and manufacturing year/month are required.

• Delivery to X-41 Boiler Shop, Bldg. 1922, SRF-JRMC Yokosuka.

• Work at the Government facility is restricted to 8:00 am to 4:45 pm, Monday through Friday (excluding Federal Holidays), unless otherwise approved.

• Tank Unit: Includes water tank (120 U.S. gallons capacity), chemical tank (minimum 35 U.S. gallons capacity for sodium nitrite solution), and mixing system (17:1 ratio for water and sodium nitrite solution).

• Pump Unit: High-pressure electric-driven displacement pump with a maximum pressure of 12,000 psig and a maximum flow rate of 22.0 U.S. gallons/min. Pumping speed adjustable via inverter. Water cooled with vibration damping.

• Safety Features: Rupture disc for overpressure protection, regulators for pressure control, lockable power disconnect box, GFCI protection, and automatic shutdown switches for various conditions.

• Utilities: Requires electric power (480V, 3P3W, 60 Hz) and compressed air (100 psig).

• Testing: Pre-delivery operational tests at the manufacturer's facility and post-delivery operational tests at the site are required.

• Training: Contractor shall conduct training for operators at the SRF-JRMC facility after delivery.

• Documentation: Submission of pre-fabrication documents, operational test documents, instruction manual, and completion documents is required.

• Quotations must be on an "ALL or NONE" basis. Partial or incomplete quotations are ineligible for award.

• Award will be made to the responsible quoter considered most advantageous to the Government, based on Price and Past Performance (Best Value Tradeoff).

• This acquisition is unrestricted.

• The solicitation is intended only for Prime Quoters/Contractors duly authorized to operate and do business in Japan.
