Quick Summary

The General Services Administration (GSA), Public Buildings Service, is soliciting proposals for a Design Bid Build (DBB) Construction project for Repair and Alteration (R&A) and an optional Driveway Extension at the Alburg Springs Land Port of Entry (LPOE) in Alburg, Vermont. This project, estimated between $5M and $10M, aims to modernize the LPOE, correct deficiencies, and enhance security. Proposals are due June 15, 2026, at 2:00 PM EST.

Purpose & Scope

The primary goal is to provide a renovated LPOE that meets GSA and Customs and Border Protection (CBP) requirements for efficient operations, while incorporating the existing Historic Facility. The R&A portion will modernize the port, address deficiencies, and bring it up to current standards, including new gates, guardrails, an officer inspection booth, interior upgrades (new floorplan), and new/upgraded MEP and Security systems. The driveway extension, a contract option, will address local traffic security challenges. All work must adhere to GSA PBS Core Building Standards and the CBP 2023 Land Port of Entry Design Standard. The port will be fully closed during construction.

Amendment 0003 introduced an additional service request for the provision and installation of an electronic message board at the intersection of Alburg Springs Road and VT Route 78 to notify the public of the LPOE closure. This must be proposed as a separate line item.

Contract Details

This is a Firm Fixed-Price contract utilizing the Design-Bid-Build (DBB) delivery method. The estimated value is between $5,000,000 and $10,000,000. The period of performance for both the base award and option is from July 3, 2026, to August 31, 2027. Substantial Completion is required within 396 calendar days from Notice to Proceed (NTP), with contract completion 30 days thereafter. Liquidated damages are set at $3,416.69 per calendar day for delays in achieving Substantial Completion. A bid guarantee (20% of bid price or $3M, whichever is less) and performance/payment bonds are required.

Submission & Evaluation

Proposals are due by June 15, 2026, at 2:00 PM EST. Submissions must be electronic, emailed to emily.jackson@gsa.gov and molly.lewis@gsa.gov, with separate PDF attachments for Technical and Price proposals. Emails exceeding 25MB or containing non-PDF attachments may be rejected. Proposals must remain valid for 90 calendar days.

This solicitation uses a Best Value Trade-off evaluation process. Non-price factors are considered significantly more important than the Total Evaluated Price. The four non-price factors, each weighted 25%, are: Experience, Management and Technical Approach, Past Performance, and Qualifications of Key Personnel. An "Active" SAM registration is mandatory, and a Small Business Subcontracting Plan is required for "other than small businesses."
