Quick Summary

The General Services Administration (GSA), Public Buildings Service (PBS) is soliciting proposals for a Design Bid Build (DBB) Construction Requirement for the Alburg Springs Land Port of Entry (LPOE) in Alburg, Vermont. This project involves significant repair and alteration, with an optional driveway extension, to modernize the facility and enhance operations for Customs and Border Protection (CBP) and GSA. Proposals are due July 6, 2026, at 2:00 PM EST.

Scope of Work

The project's primary goal is to provide a renovated LPOE that meets current GSA and CBP requirements. The Repair and Alteration (R&A) portion will modernize the port, correct deficiencies, and bring it up to current standards, incorporating the existing Historic Facility listed in the National Register of Historic Places. Major elements include new gates and guardrails for primary passenger and commercial lanes, a new officer inspection booth, interior upgrades (including a new floorplan), and new/upgraded Mechanical, Electrical, Plumbing (MEP) and Security systems. The Driveway Extension is an optional component designed to address security challenges from local traffic. All work must adhere to the GSA PBS Core Building Standards and the CBP 2023 Land Port of Entry Design Standard. The port will be fully closed during construction.

This is a Solicitation for a Firm-Fixed-Price contract, utilizing the Design-Bid-Build (DBB) delivery method. The estimated price range for the project is between $5,000,000 and $10,000,000. The period of performance for both the base award and the driveway extension option is from July 3, 2026, to August 31, 2027. Substantial Completion is required within 396 calendar days from the Notice to Proceed (NTP), with final contract completion 30 days thereafter. Liquidated damages of $3,416.69 per calendar day apply for failure to achieve Substantial Completion.
