Contract Details
This will be a Firm Fixed Price (FFP) Design-Bid-Build Construction contract. The period of performance is 15 calendar days for lead time, followed by 1587 calendar days from notice to proceed for completion. While unrestricted, a minimum of 20% total small business participation is required, with specific subcontracting goals outlined in Attachment F.
Submission & Evaluation
Proposals are due via the PIEE Solicitation Module by April 30, 2026, 02:00 PM EST. Offerors must be registered in SAM.gov and utilize Attachment B for PIEE vendor access instructions. A tradeoff process will be used for evaluation, considering both price and non-cost/price factors. Non-cost/price factors include Corporate Experience (Attachment C), Management Approach and Schedule, Safety, Past Performance (Attachment D), and Small Business Utilization and Participation (Attachments E and F). Technical factors (1, 2, 3, and 5) are equally important and, combined, are equal to Past Performance (Factor 4). Technical and Past Performance combined are approximately equal to price. A bid bond of 20% of the total project bid price or $3M, whichever is less, is required.
