Quick Summary

The Department of the Navy / NAVFACSYSCOM MID-ATLANTIC is soliciting proposals for a Design-Bid-Build (DBB) project to construct the P1102 Weapons Magazine and Ordnance Operations Facility at Naval Submarine Base New London, Groton, Connecticut. This unrestricted acquisition, estimated between $200-$250M, involves significant construction and demolition, with proposals due by June 25, 2026.

Scope of Work

The project entails the construction of nine (9) high-explosive magazines (six Containerized Long Weapons Storage (CLWS), two Box G, and one Box H earth-covered magazines). Additionally, a new Ordnance Operations building and a new Sentry building will be constructed. Extensive site preparation, including clearing, excavation, grading, and fill, is required, with potential wetland mitigation. The scope also includes the demolition of 18 existing magazines, Building 524, and Building 393.

Contract Details & Timeline

This is a Firm Fixed Price (FFP) Design-Bid-Build Construction contract. The period of performance includes a 15-calendar day lead time to begin performance, followed by 1587 calendar days from the notice to proceed for project completion. The estimated magnitude of construction is between $200-$250M.

Set-Aside & Eligibility

This is an unrestricted acquisition with Full and Open Competition. The NAICS Code is 237990 (Construction Of Ammunition Facilities) with a size standard of $45,000,000. A minimum of 20% total small business participation is required, and large businesses must submit an Individual Small Business Subcontracting Plan (Attachment G).

Evaluation & Submission

Proposals will be evaluated using a tradeoff process, considering both price and non-cost/price factors. Non-cost/price factors include Corporate Experience, Management Approach and Schedule, Safety, Past Performance, and Small Business Utilization and Participation. Technical factors (1, 2, 3, and 5) are of equal importance and, combined, are equal in importance to Past Performance (Factor 4). Technical and Past Performance combined are approximately equal to price. A bid bond of 20% of the total project bid price or $3M (whichever is less) is required. Offerors must be registered in SAM.gov and submit proposals via the PIEE Solicitation Module, requiring the 'Proposal Manager' role.

Important Notes

Proposals are due by 02:00 PM EST on June 25, 2026. Amendment 0005 extended the proposal due date and updated evaluation criteria for Corporate Experience. Pre-proposal inquiries confirmed that Past Performance Questionnaires (PPQs) from prior solicitations are acceptable for Factor 4, and a second site visit will not be accommodated. The design conforms to Build America Buy America (BABA) requirements. All correspondence should be directed to Angela Clifton at angela.j.clifton2.civ@us.navy.mil.
