Scope of Work

Typical work includes general building renovation, vertical construction (e.g., additions, pre-engineered buildings), horizontal construction (e.g., roads, pavements, storm drainage), security, force protection, and incidental work. Services encompass design disciplines such as Architecture, Civil, Electrical, Mechanical, Structural, and Geotechnical Engineering, as well as construction services covering building construction, HVAC, electrical, roofing, and utility systems. Work will be assigned via individual task orders, primarily covering the continental US, Alaska, Hawaii, and US territories. A sample seed task order details bathroom and plumbing renovations at the Old Dominion Job Corps Center in Monroe, VA.

Contract Details

This is an Indefinite Delivery, Indefinite Quantity (IDIQ) MATOC with a five (5) year ordering period. The total value of orders against each regional MATOC is not to exceed $60 million over 5 years, with a grand total not exceeding $360 million across all regional MATOCs. Individual task orders will range from a minimum of $2,000 to a maximum of $10 million. The primary NAICS code is 236220 (Commercial and Institutional Building Construction), with other Section 23 NAICS codes potentially used for task orders.

Submission & Evaluation

Proposals are due by February 27, 2026, at 12:00 PM EST, submitted via email to Bernadette Hughes (hughes.bernadette.l@dol.gov) and Paul Seivert (seivert.paul.m@dol.gov). Evaluation factors include Technical Approach, Design-Build & Construction Experience, Safety & Quality Control, Past Performance, and Price, with non-price factors being significantly more important than price.
