Submission & Evaluation
This is a two-phase Design-Build procurement utilizing Best Value Source Selection with Trade-Off Procedures.
- Phase I (Completed): Evaluated Technical Approach, Corporate Experience, Past Performance, and Safety.
- Phase II (Current): Selected offerors will be evaluated on Technical Solution, Small Business Utilization and Participation (Factor 6), and Price. Non-price factors (Factors 2-6) combined are significantly more important than price.
- Small Business Participation: Factor 6 requires a minimum 20% total small business subcontracting commitment (Attachment F) and historical utilization (Attachment E).
- Submission Method: Proposals must be submitted electronically via PIEE.
