Project Scope

The scope includes the design and construction of new BEQ facilities, along with the demolition of five existing BEQ buildings at Hadnot Point (MCB Camp Lejeune), French Creek (MCB Camp Lejeune), and MCAS New River. New facilities will feature community and service core areas, recreation shelters, and all related management, supervision, quality control, labor, equipment, and materials. CMMC Level 1 (Self) requirements are included in accordance with DFARS 252.204-7025 and 252.204-7021. Environmental considerations are critical, with specific requirements for handling and disposal of contaminant-impacted surplus soils and dewatering effluent (including PFAS/PFOA, petroleum, metals, VOC's, and PAH's).

Submission & Evaluation

This is a two-phase Design-Build procurement.

  • Phase I evaluated non-price factors: Technical Approach, Experience (recency extended to 15 years, 95% complete projects considered), Safety, and Past Performance.
  • Phase II (for selected offerors) evaluates non-price factors: Technical Solution, Small Business Utilization and Participation (Factor 6), and Price. A maximum of three offerors will be selected for Phase II.
  • Evaluation: Proposals will be evaluated on a best-value tradeoff basis, with non-price factors significantly more important than price.
  • Submission: Offers must be submitted electronically via PIEE.
  • Required Forms: Key attachments include Construction and Design Experience Project Data Sheet (Attachment C), Past Performance Questionnaire (Attachment D), Historical Small Business Utilization (Attachment E), Small Business Participation Commitment Document (Attachment F - minimum 20% SB subcontracting), Individual Small Business Subcontracting Plan (Attachment G for large businesses), and Price Proposal Form (Attachment I). A bid bond (SF-24) is required.
