DFAS General Accounting & Finance System - Modernization (GAFS-M)

Request for Information (RFI)

This RFI is issued by the Defense Finance and Accounting Service (DFAS) to gather information on industry capabilities for modernizing the DFAS General Accounting & Finance System. The current system runs on a Unisys mainframe using COBOL 74, and DFAS is seeking solutions for a code refactor/conversion to a modern technology stack (e.g., Java, Python, HTML) with a government-owned/operated system. This RFI is part of acquisition planning to identify vendors with demonstrated experience in large mainframe code refactoring and conversion.

• Migration of application software and platform-dependent system calls/functions.
• Efficient and high-performance information storage and retrieval.
• User and application query reporting functionality.
• Role-based access controls for user profiles.
• User front-end screens (terminal or graphical).
• Batch job scheduling and job monitoring software.
• File transfer and printing capabilities.
• The target solution must be written in a sustainable common object-oriented codebase.
• Must include a relational database.
• Must cleanse, convert, and migrate all system and account data (current and historical).
• Maintain internal controls and compliance for configuration management, production code migrations, and separate instances for development, test, and production environments.
• Handle classified transactions at IL-7 level.
• Maintain or exceed current system performance, uptime (99.5%), and stability.
• Process interface files and online transactions with the same results as the original system.
• Developed/converted in an on-premise or IL-5 environment, residing in a DISA hosted environment or IL-7 DoW accredited cloud environment.
• Withstand vulnerability assessments and penetration testing.
• Scanned for STIGs using HP Fortify or equivalent tools.
• Must be 508 tested and compliant.

The government is not obligated to award a contract. Responses will not be considered offers and will not be accepted to form a binding contract. No costs incurred in preparing or submitting a response will be reimbursed.

• Responses are requested by June 17, 2026, at 12 PM ET.

• Responses should address items in sections B) Objectives and C) Requirements and not exceed 5 pages.

• Include a cover sheet with institution name, primary point(s) of contact, CAGE code, UEI, and Small Business status.

• Unsolicited sales-oriented presentations are undesired.

• DFAS may establish dialogue with vendors.

• DFAS is seeking information on potential qualified small businesses (General Small Businesses, Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone) capable of performing the work and providing their own IT Support Services.

• Specific questions are posed to small businesses regarding their capabilities, NAICS codes, and certifications.

• The current system handles approximately 300-500 monthly interface files and has less than 5 interface partners.

• The current platform includes approximately 879,354 lines of COBOL 74 code.

• Respondents are asked to provide a non-binding Rough Order of Magnitude (ROM) estimate.

• Additional information requested includes recent contract performance, contract vehicles, and recommendations for common industry performance standards.
