Purpose & Scope
This RFI is for market research and acquisition planning only; it is not a solicitation. DFAS is exploring solutions to migrate its GAFS-M system, which currently comprises approximately 879,354 lines of COBOL 74 code, to a sustainable, object-oriented codebase with a relational database. The modernized system must maintain or exceed current performance (99.5% uptime), handle classified transactions at IL-7, and be 508 compliant.
Key Requirements
- Code Refactoring/Conversion: Migrate application software and platform-dependent system calls to a modern, object-oriented codebase (e.g., Java, Python, HTML).
- Data Management: Cleanse, convert, and migrate all current and historical system and account data.
- System Functionality: Implement efficient information storage/retrieval, user/application query reporting, role-based access controls, user front-end screens, batch job scheduling/monitoring, file transfer, and printing capabilities.
- Technical Environment: The solution must be developed/converted in an on-premise or IL-5 environment, residing in a DISA hosted or IL-7 DoW accredited cloud environment.
- Security & Compliance: Withstand vulnerability assessments, penetration testing, be scanned for STIGs, and maintain internal controls for configuration management and production code migrations.
Contract Details
This is an RFI only. It does not constitute a solicitation, and the government is not obligated to award a contract. Responses will not be considered offers and will not be reimbursed for preparation costs.

- Set-Aside: DFAS is specifically seeking information from potential qualified small businesses, including General Small Businesses, Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), and HUBZone firms.
